You wanna go out to a party bar early around 10 P.M.

When you see a girl you want to approach comment about the situation, place, or something happening.

Then introduce yourself. Make some small talk for a couple minutes. Then start flirting. Tease her by saying things like "no way!" "Get out of here" "come on".
