the throwing party at your house is pretty effective indeed and technically you can just meet guys who do this, you just go there contribute with a fee for drinks and you are set, the few parties I've been in college where guys would do this, would end up in an orgy sort of, each to their own.

There is a physical/financial ratio that works pretty well. If you're short or ugly, learn how to accumulate wealth. If you're good looking, it helps to have money, but it's not absolutely necessary.
