I always saw it as being frugal is penny pinching yourself and being cheap is penny pinching other people. A person can be both frugal and cheap; though a frugal person can still be generous (don't eat out by themselves but still buy nice birthday gifts for love ones) and a non-frugal person can still be cheap (can irresponsibly spend $$$ on car parts but mooch off food from others).
