This is actually quite common.

Basically the argument goes that it takes a lot longer for a woman to use a bathroom and they need to use one more frequently so therefore they need more toilets available.

Government policy in a number of places to have more spaces for women to account for this issue

EDIT: not loving the downvotes, was simply trying to offer an explanation. I don't agree with it, it's just the arguments I have heard Seems idiotic to not just make a place called the bathroom for everyone. Not like you have male/female toilets in your house

These signs on single bathrooms usually indicate what type of toilet is physically available. I'm guessing the one on the left has a basic toilet that is lower to the ground and a urinal, it may also have menstrual products and disposal. Whereas the bathroom in the right has a normal toilet, no urinal and menstrual products and disposal.

If they are in California they are breaking the law, all single person bathrooms have to be labelled gender neutral, meaning anyone can use them.

There really isn't a reason to do otherwise, you're not going to share a bathroom when the toilet is in full view.

Why would men need to tolerate women in their restrooms? Unlike women's rest rooms, where everyone has their booth, men actually do use urinals and are not protected from unwanted glances.
