What makes the difference here would be intent.

If you intend from the start for it to go that way then I'd consider it bad because it's dishonest, leading her on, risking hurting her on purpose.

If you feel one way at first and then just feel differently about it after then it's fair enough, we don't always know where we want something to lead with someone without learning more about them. Feelings often just are what they are, you can't really force being interested in someone when you just aren't. I think what matters at that point is just being kind and honest about it.
