Interesting perspective, I had never heard this complaint before. My main counter to this would be that men aren't sexualizing women's clothing, but rather the woman herself regardless of clothing. In order for men to not feel assaulted by a woman's provocative dress, she would have to hide the fact that she is a woman at all, and the conclusion of this would be burkas. Which, I doubt anyone with western values would even consider.

I don't think it's assault to arouse something inside the man because men could potentially get aroused by anything, but I agree that at a certain point if you are exposing yourself to someone who doesn't want to see you naked, that can be a form of harassment.

If your male boss whips out his dick, it's probably sexual harassment. I think the hard line is where the law stands on public decency. So for a woman's attire to sexually harass people, she'd have to be bottomless.

But context matters. It's not illegal to be topless, but if your boss forces you to hang out in his office while he's shirtless, it might be a form of sexual harassment, depending on his reasons. But I think most workplaces have dress codes for men and women anyway.

The point is what is "provocative" is dependent upon culture.

Human crowd has very short memory and thus didn't notice that virtually all components of "female gender expression" (long hair, decorative high heels, color makeup, ...) were indicators of high social status and wealth a couple centuries ago.

I think it might depend. One purpose of clothing is to reveal/conceal that which it does. If one deliberately dress in a way which stimulates others just so you can berate them for being stimulated, that would be a problem. (Unfortunately, I have known people to actually choose their outfits based on such reasoning. So, I cannot honestly say this scenario is beyond the realm of possibility.) I do not, however, believe such stimulus justifies rape.
