Calling someone out on this behavior doesn't really help you apart from being able to vent your frustrations if you have any.
Me personally, I never just see one girl at a time when I'm single.
For example, if I have a date set up with one girl for later this week that doesn't mean I'll just avoid meeting, flirting, and setting up dates with other girls in the meantime.
Flirting with someone, going on dates with them, even having sex with them doesn't mean you're in a committed relationship. You're only in a committed relationship when you've mutually agreed to that with each other.
So before that point I act like I'm free to do whatever, because I am.
So if all a girl does is flirt but never actually takes things beyond that it won't bother me because I usually have other girls who'd be willing to get intimate anyway.
Besides, you can milk what she's doing for all its worth by taking pictures with her or putting up Instagram stories with her while she's being very flirty with you. You can also flirt with other girls who see her flirting with you, like if there were other cute girls at that work party you were in.
Just because she won't get intimate with you doesn't mean she can't indirectly help you get to that point with someone else.

I can buy example:
You see her in the hallway you say hey and keep it moving. She tires to have a conversation with you. You speak a few sentence then keep it moving. You are in a group setting with her, you talk to the others and her much less. She may try to pull you into a conversation than you remember (she's not for it), then you respond with "that's interesting, okay I'm going to move on "
Don't Ignore (It's rude to ignore in social situations, your simply acknowledging them as a human being by saying 👋)

I did after a failed hookup in the past with a fellow students at college. She gave the signs but 2 days said pass. I was butt hurt. Found "Don't Ignore, but engage "comment put it into practice. The girl and I found ourselves in the same studying room multiple times. I would say hey and talk to someone else in the room. If she joined the conversation I would say a genetic line like "that's interesting fact" then go back to studying or something else.
Don't chase those well don't give the same energy back.

There are girls who act really carefree as it comes to sexual dynamics, they love the thrill, they love the game.
Maybe she is not interested to get with you the normal way like dating, but she would like to make some push-pull sexual dance with you until something naturally happen. Or she is never considering it, and she just messes around for fun. You decide, you can play along but subtly show that you are not so easily persuaded and you will play by your rules too.

Nah no point calling her out on it. Judging from your story she seems like the type that just loves the attention and the chase without actually wanting to date you.
I’ve met chicks like this before, many of them just want to feel the rush and feelings of being desired and pursued. They like the idea of having a man dance on the edge of their palm because it feeds their ego and their own perception of their own beauty.
The reason why they keep going cold is because they’re simply not interested. Yet they don’t want the chase to end either since you’re their narcissistic supply so they keep stringing you along to keep this cycle unending.
All I can say is, if she’s flaked multiple times already, what makes you think she won’t do it again?
The only other confrontation you could have with her is to directly tell her how you feel and then she’d have to give you a straight answer. I don’t recommend this though since this is a coworker and things can get messy real quick.
I’d say though just by reading the scenarios you provided, she’s not someone worth being in a relationship with. Women like this are extremely immature and selfish, the fact that they’re okay stringing you along for personal validation is an indicator of the type of individual you’re dealing with.

It’s a possibility, we wouldn’t know unless we were able to actually see your interactions. But based on your story it seems like you’ve been escalating at the right times. You’ve asked her specifically on dates or 1 on 1’s for the past couple of times. Most girls if they’re into you they would still give you a chance even if you are a bit awkward in your delivery. The fact that she hasn’t reciprocated one bit shows that she’s probably not interested.
I will say that there’s always the possibility of continuing to pursue further if you see signs of reciprocity, but you have to draw the line somewhere. As a man you lower your value as well if you don’t put your foot down. Women deeply hate simps and lose respect for them. I doubt you fit the category, but definitely keep that in mind if you find your behavior becomes more needy as you pour more investment into this woman.
As a third party my view is she’s probably trouble.

You should stop asking her out because she seems to like playing these games. If she’s cool and you like hanging out with her and going to her group activities, then I would just keep the flirty friendship going without expectations of dating her. But if you’re tired of the games and don’t like these group activities or her friends, then I would just let the friendship slowly die off by declining any future invite.
