You should be making definite dates bro, and your dates should be in the evening doing something that inspires romance. Going to the park gives off friendly vibes (trust me I’ve made that mistake before and was almost friend-zoned). Also verifying if she’s free the day of comes off as needy, it’s like saying “I’m just checking to see if you didn’t change your mind about hanging out with me because I don’t feel good enough”.
Also you need to be more confident in yourself or all of this is pointless. If you project your insecurities on to her you will definitely be considered a friend. From what you’ve shared she’s interested, but if you don’t capitalize off of that interest soon it will be a lost cause.
My advice: Call her, ask for her availability over the next week, suggest a DEFINITE time and place and ask if she would like to join you. If she agrees then it’s confirmed she is interested, if she declines or gives some lame excuse without suggesting a counter that is reasonable (meaning it’s realistic for your schedule and not a friendly meetup) then just move on. Going forward be more confident bro, and be decisive, women want a confident man that takes the lead which takes the pressure off of them.

Relax. You both frequent the same place so you can take your time to build up communication and familiarity and trust. Keep chatting like normal but remember to ask emotional questions like "how was that?" "What was that like?" And "how do you feel about that?" Joke around. Flirt a little. Maybe find a dog friendly Cafe and ask her to join you for a drink there after. Don't push for everything all at once.
When the vibe feels right, after some time try again for a dinner or something like that.

Unless you're pushing things in a sexual direction, she's going to see you as a nice guy.
The problem with nice guys is that while they're nice (which is good), they don't make things go in a sexual direction and hence the woman just never sees them in any other way. They give their "value" away (by spending time with them talking forever, giving them the attention they crave) without imposing a fee for it with something they want (sex).Of course, there is no forcible imposition - the woman is free to do whatever - but by not bringing it up in the first place there is no cost to the woman for wasting your time.
Basically nice guys fail to escalate things in a way that they want - fearful of losing the girl. It's like presenting a house for sale and just forgetting to ask if the person is interested in buying while handing them a contract.

Terrible advice.
Tell me: how does somebody go from having insecurities to eventually NOT having those insecurities anymore? By taking action regardless. He can read all the books and watch all the videos he wants but if he never allows himself to actually feel all those insecurities & self-doubt long enough to get it all out of his system they will always be there to stop him. He needs to go out with this girl even if its terrible just so he can get experience. Practice builds confidence better than anything else, and spreading the myth that practice can actually damage confidence is terrible advice.

She's significantly taller than me (at least 3 or 4 inches taller), she lives in an upper-class part of our city, and I'm a different race than her.

I'm not arguing about the presence of my insecurities. All I'm saying is that I'm not going to just tap out because I have insecure thoughts. I believe in my ability to perform in spite of negative thoughts in my head: if I couldn't do that, I wouldn't have done even half of the things I've done in my life so far.

Well, being sexual is definitely not the way. As a woman, if a man went straight to that with me, I would take it as he just wants one thing and that’s sex. I wouldn’t be flattered by it at all and he would get insta-rejection. If he’s wanting more than just a sexual relationship, he should treat it as such.
OP, I know you’re worried about her laughing you off if you invite her out, but I think you need to give it a shot! She definitely seems interested in you - the signs are there. She called out your name, made efforts to connect again, AND you got her phone number! Trust me on this! So my suggestion is instead of dinner, you can ask her out to coffee. This is a good relaxing way to go out that doesn’t immediately scream “dinner date” if you’re worried about that. It’s still a date, but the pressure isn’t there as much if that makes sense. See how it goes on the coffee date, watch her body language, you can find out if she’s single during your chat, and go from there.

Well, you seem to give only friendly vibe to her, how would she be not confused about your intentions where there is nothing sexual going on between you till now?
