A person is defined as homeless if they are simply in danger of being homeless. Not as many men make it on that list since they are very unlikely to be in contact with social services.

If by homeless you mean people who actually live outside or in shelters then the ratio is about 99 men to 1 women.

By the end I realized that their "plan" was basically "build a tenement district in the mojave desert for the men, and let them fend for themselves, and build massive women's housing in city hubs along with job centers for them and higher education in the evening.". Most homeless people you see on the street tend to be men. There's a pretty common conception that almost all homeless people are men. If I asked you to draw a hobo, you'd draw a man. The point of the article is that despite this perception, 1in 4 homeless people are actually women.
