Yet every single time I’ve ever encountered a woman having trouble with something, be it not having enough money for gas/groceries, car trouble, moving/carrying something, what have you, who are they always looking at and making eye contact with hoping they’ll offer help?

It damn sure isn’t other women.

Yeah, you're not entitled to strangers putting their safety at risk to help you. Some will do voluntarily but no-one thinks it's a legal obligation.

Well, no, actually your own government will force you to protect them in case of war and there are already longer sentences and different legislation to ensure they are better protected than men. It's also supposedly a way of attracting them (it's not, though) so men will just do it.

In fact they are. Everyone in fact has a right to safety and protection. Sex and relationship is not a right, it is something people optimally consentually and voluntarily engage in.
