Femininity is just "traits associated with women more than men", cultures and behaviors change so the definition isn't fixed. This is just based on my own observations.

Feminine traits: Cooperation, agreeableness, sympathy, flexibility, nurturing, politeness, compassion, forgiveness, people-pleasing, naiveté, insecurity, codependence (enabling), cattiness

Feminine values: Family > career, free time > money, happiness > prestige, children > adults, giving > taking, cooperation > competition, equity > fairness, rehabilitation > punishment, being nice > being right, being liked > being right, everyone getting along > getting your own way

Feminine interests: All types of creative pursuits* including drawing and painting, writing, crafts, knitting and sewing, DIY, makeup, fashion, and home decor (also viewed as creative outlets), conversation-based socializing, reading, animals and gardening (nurturing instinct?), cooking and baking, exercise classes (yoga, dance, barré, etc.)

Not saying women are better artists, just more likely to do it in the first place

In my experience, femininity means not being the loudest voice in the room or acting like a hoyden. Any drag queen can learn how to talk the talk or walk the walk but we gals have inner qualities such as empathy and agreeableness and a strong nurturing instinct that we can play up. When men say they want a feminine woman they mean personality traits more than hair length.

Femininity is a display of certain behaviors that are categorically "female behaviors" They include (but are not limited to) being submissive, agreeable and indirect, as well as certain bodily movements or postures like sitting with your legs crossed above the knees.

When I think of femininity I think of stereotypical female traits.

Physically: Long hair, dainty features, "girly" style (heels, makeup, etc.), a feminine figure would be one that at least moderately resembles an hourglass. Not fat girls with big tits and butts, but girls with slim waists and feminine body traits. On the shorter side (comparative to men), and usually physically weak (compared to men).

mentality: agreeable, bubbly, non-competitive, caring, nurturing, supportive.

Femininity is the cultural and biological expression of womanhood. No, not every women will be perfectly feminine in every way. More like, each woman puts out a signal of what she likes - the more women that also like these things the stronger the feminine signal, as long as male interest in it is low.

For example, bearing children. Sure, not all women want to have children naturally, but most women do. Men cannot do this, so the femininity signal is strong.

For typical Western womanhood, femininity includes things like high socialization, make up, fashion, motherhood, empathy, agreeableness, study of the non-stem fields, making less money than men, working fewer hours than men, girls nights out, wine, Pinterest, branch-swinging, Facebook/Twitter, marathoning some nonsense on Netflix, playing stupid freemium games, being a basic bitch, and so on and so forth.

Incredible neuroticism beyond anything you can imagine. Overwhelming desire to be pretty/cute/sexy. A knowledge of her witch powers to make men dance like pathetic monkeys around her.
