Here's a common statement about wives and "not in the mood" denials of sex.

Wife is not in the mood. She is tired and stressed out. She hasn't been doing a good job in self-care to make herself emotionally ready for sex.

[This] is exceedingly common. For many women, sex just isn't on the radar. It's not in the list of top 100 things they'd like to do today. Think about that, gents. Can you imagine sex not making your top 100 list? It's crazy, I know, but I've been there.

The good news is that [this] is fixable. A woman can make some changes to improve this part of her life.

A lot of guys here (esp. RP) approach this issue like the woman is an evil seductress who gets a kick out of this. I'm sure some do, but the vast majority of women who slide into a dead bedroom scenario do so because they are giving too much of themselves away at work, at school, to housework, to the kids, etc. By bedtime, they have nothing left but exhaustion and a desire to be left alone.

I disagree with this fundamentally.

Most of the time, when a woman claims not to be "in the mood" for sex, it's because she's not attracted to the husband.

Take that tired, stressed out, distracted woman and put her next to an attractive man, she'll be ready for sex.

Fatigue isn't a hindrance to a woman's libido if she's attracted.

Stress isn't a hindrance to a woman's libido if she's attracted.

Distracted? She'll focus if she's attracted.

It's not about fatigue, stress or distraction or anything else other than the fact that she is not attracted to the man presenting himself for sex.

EDIT:

A point of clarification.

This thread is not about wives occasionally refusing sex because they have been up for 72 hours straight or are pissed off about something right then and there, or are bored or just don't feel good.

This thread is about wives continually, consistently and over a period of months or years, refusing sex to their husbands or giving sex to a husband on a very, very infrequent basis (once every couple of weeks or so).
