Yeah, there are a couple of ways to go about it but I think this one (as also advocated by TFM) is probably the best I've heard.
Just track government expenses/taxs by individual. Anybody who nets out positive can vote. Individuals who feel strongly about being able to vote can donate to the treasury and that would count to their benefit. You can't buy multiple votes - just one.

That's Jessica Yaniv, the same person who's been in the news before for going around to beauty parlors and filing lawsuits when they refused to preform Brazilian waxes, something like 16 or 18 different times. Also did the same thing with women's gyms, and now apparently with gynecologists.
Frankly, I'm not even sure I believe that they're actually transgender to begin with. Some of the claims they've filed have been so batshit, so obviously designed to prompt a rejection, that I think it's more like those kinds of lawyers who go around looking for old commercial buildings that don't meet disability standards and then file suits all around the country in the hopes of receiving damages or settlements. You know, that sort of shit.
Like, apparently one of them was a discrimination claim against some township over being denied a permit to host a "topless LGBT swim party for children 12 years of age and older". Tell me that's not a deliberate attempt to be denied, it's ridiculous.
Anyway, back in 2016 Canada added gender identity to the list of protected grounds under the Canadian Human Rights Act, alongside race, national or ethnic origin, colour, religion, age, sex, sexual orientation, marital status, family status, genetic characteristics, and disability, and I'm almost positive that Yaniv figured they could use that fact to try and trick people into settling under the belief that they actually had a case.
In reality, of course, the Human Rights Act doesn't actually confer any relevant protections. It's just shit like not being able to fire someone on the basis of protected grounds, or evict them, pay them less for the same work, etc. All pretty standard stuff.
So as a result Yaniv has been losing all the suits they filed against people who didn't fall for the scam and opt for an immediate settlement. Looks like the court has begun reaching the point of ordering them to pay damages as well as defendant's legal fees, too. So I doubt it's going to continue for much longer.
They have won some cases pertaining to being threatened, swatted, and that sort of harassment, though. But I'm pretty sure that's it, aside from the settlements.
