Pervert when I was younger meant someone male or female who was doing something sexually criminal or that was deemed by most of society to be a bit too crazy, occasionally you would get it when someone was looking at someone else when they shouldn't be due to being naked or half dressed perhaps.

Perv being a derogatory term in this instance as OP suggests and what is used as these days is bullshit. If a guy looks at a girl he's perving on her, (unless its a guy he wants to look at her, then he's checking her out (and thats ok)). There's a fine fucking line and it all comes down to wanting some people to look at you but not others when really it should be a term left for instances far more serious.

I think the shaming of sexuality. People have a lot of hang ups in our culture because we are so conflicted when it comes to these matters. I was going to put it in male versus female terms but it's definitely a two way street. To perv is to recognize your own sexual urges while using a term that inoculates you from the label of deviant by preemptively embracing it.

It's only bad when men do it, don't you know? When I was a teenager, my female peers would sometimes jokingly say they wanted to rape guys they found attractive. I didn't give a shit, but a boy who said that would surely have received a stern talking to.
