It depends on the girl. You need to be calibrated, and part of that means tailoring your message to the intended audience.

It's not politically correct, but stereotypes can give you a place to start with the calibration. If you meet a girl from an asian country, she's more likely to be shy, conservative with relationships, etc. Also, if she's English as a Second Language, you might need to be more direct/literal.

Being forward/direct is not necessarily the same as being sexual. Once you have a good idea/inkling that they're probably in to you too, or at least open to the idea, then you can be forward about being romantically interested in them by just straight up letting them know you really like them. If we're talking purely sexual interests and not anything having to do with the possibility of a relationship, then I can't really help unfortunately. If she finds you attractive whether physically or just digs your personality, you can get away with saying and doing things you wouldn't be able to if she didn't find you attractive.
