Sure, let's dissect this.

What force does a whistle have? None of significance. The total energy released by the act of whistling, considering both the volume of air moved and the energy contained in the resulting sound, is far too small to affect another human in any way. Hey, that was easy.

How about meaning? In general, whistling at people is done to get their attention. If we're talking about a wolf whistle - which I have to assume we are - then when men do it, it signals sexual attraction or appreciation. But when women do it, it signals... uh... sexual attraction or appreciation.

I just can't agree with this position. I feel like if i am walking down main street and a car passes by with a girl whistling obviously at me, the first thing i do is look around to see if anyone saw. Whether it's positive or negative, getting called out in public is almost instinctively embarrassing.

Strictly speaking, it does. Rape of males using alcohol is common, but for people walking on the street the mental possibility of sexual harassment that a female interprets from what could be a lot of males is a bit more severe than the opposite. Due to the average strength difference if nothing else. Doesn't mean they shouldn't add a disclaimer, but... you know.
