Flirt. Don’t ask someone out until you have some confirmation they like you back.

Start chatting with people when you go out. Try compliments-on-the-fly. Say “nice shirt” and keep walking. Don’t look at their reaction, don’t slow down or wait for a response. It’s a good way to get used to talking to strangers and making positive noises. Even “hey, hope your day goes by fast” and smile at the cashier, then split.

You just need practice saying pleasant things to people with no expectation of a return. Flirting will start making sense when you are more at ease talking with people.

Most people date from their friend groups and social circle. If you don’t have this then use dating apps. If that doesn’t work out you can try bars and clubs. If that doesn’t work then you can dm girls on IG

To actually meet people, you have to participate in things. A lot of people even meet in online communities these days. Find niche hobbies or communities. If you have social anxiety try finding groups of people who struggle with that also, online or in person. Maybe join book clubs or go to nerdy conventions, a lot of people there tend to be awkward so maybe it will be less intimidating. Try to make friends in places like that. I know it can be super hard, but having similar hobbies really goes a long way with meeting people

Do you have friends?

Friends usually have girlfriends and those girlfriends have friends of their own who are single, and if you are a decent guy, they will introduce you to those women.

When you are out in about; supermarkets, restaurants, subway, bus etc, there are women, there, I assume, so all you gotta do is to pay attention to the signals of interest that women are sending your way, and then if you find those women to be attractive, all you have to do is to approach them and to start a conversation.

If you don't get signals of interest, that means it is time to hit the gym and get fit. If you are fit and you still don't get any attention from women, then it might be a good idea to save up money and to fly to South Korea and to get plastic surgery.

I think you have to start with being good at socialising in general. 75% of this is learning to be a good listener - listen intently and ask follow up questions. Be curious. As a seller, it's counterintuitive, but you want to listen a lot more than you talk. You want her to do 75-90% of the talking. Most people aren't good at this, so it's an easy way to stand out. Practice makes perfect.

Chat with people you go to school with or work with irl. Chat with strangers who share your hobbies online. If you get good rapport with someone you like, ask her out. If you go out or go to parties, talk to the hot girls there. Get to know everyone around you, all the time. Get to know their friends. Get invited to their parties. Rinse, repeat, keep practicing.

As much as guys here complain about women being entitled, for women who are above average in looks you're always going to be competing with some guy who goes above and beyond to make her feel special. These guys aren't always relationship material or even fling material, but if you have one person showing a lot of interest and taking initiative, it's easy to ignore everyone else. I think it's wise to use this to your advantage, rather than have it used against you. If you like someone and they like you back, go for it. If you're acting lukewarm and she has options, you're likely to lose out.

It probably depends on your age. In college, I mostly met girls at parties/bars. In the years since I've mostly met girls on apps, but still some in person. I've only been with a girl I knew well beforehand once, and it's probably not something I would recommend. If you feel like it's weird to show interest right away, use dating apps. That's the expectation on the apps.
