If you let it get to you it's not good, not only that you don't want to build a reputation of yourself where you call people out. Calling people out or singling them in a public setting is very a douche/asshole move. It should be below you and that you are a better person in general.

You should use it sparingly really or not use it at all.

She does not have any obligation or responsibility to call you back. By calling her out on it, you're really calling out the fact that you have a secret rule that you didn't tell her, that she has to call you back. If that's your rule, you should say it up front. I'm sure she would not agree to that rule, it is a bit demanding and unreasonable.

The best thing to do here is tell her how it made you feel to not be called back. I tell her "you didn't call me back and it made me feel like you don't really want to hang out, so I decided to stop trying to call you." Next time you see her. Don't be angry, just be frank.

The first step is to try to not feel bad about it. It's definitely not a pleasant feeling but it shouldn't get under your skin. There are so many reasons as to why people don't return calls or reply to text messages. They could be busy, taking a break from their everyday life, or they simply don't want to communicate with you. There's no need to feel sad about the latter. If that person doesn't want to keep in touch like that, then stop contacting them. It's as easy as that.

If they contact you and you can reply, then do it. Don't behave in a spiteful way because there's nothing to gain from that. And all you're doing is behaving the way a child does.
