The city of San Francisco now will cite individuals (mostly men) if they take up too much space on a city bus or other forms of public transportation.

The article says "mostly men" but if the ordinance doesn't specify sex, I don't see the problem with enforcing that people don't take up more space than necessary. Men may be taller than women, but we aren't significantly wider than them.

If the rule specifies men, I have a problem with that, but not with a gender-neutral law. Or if the police are enforcing it in a sexist way.

This article / writer is clearly biased, and is imposing his opinion without providing supporting facts. He has stated that the law fines taking up excessive space then goes on against it as if it specified manspreading. 2/10, poor source
