DNA sample every baby at birth and cross check Dad is actually the father. At least one in 50 kids are born through paternal deception. And sure, that's great evidence for sexual assault. Maybe we can lock up the false accusers during the investigation before even bothering the false suspect and ruining his life with suspicion.

If reversible vasectomies were available (and every guy I talk with dreams of it), we would have ultimate control over our own biological liability. Hardly any men are out there intentionally getting women pregnant. Women have plan-B, abortion, adoption, etc to absolve themselves of their poor decisions that have no equivalent for men. There are viable reversible vas deferens blocking devices that have been through decades of successful clinical trials in India (google RISUG). In this social climate, introducing such an option would probably cause the already worrying birth rate to fall off a cliff.

Also, please ban sperm clinics. r/SingleMothersbyChoice is great evidence why women need to be screened by men to be able to reproduce. In my country they're effectively banned because we don't allow blind adoptions or ever absolve fathers of paternal obligation. Sperm donors here would be liable for child support.
