It is a crutch but it can work. I would say I'm a solid 7 which surely a lot of guys are. I've not had much success but in the last year I've got better photos and can often meet girls who are 6's and 7's which is better than nothing. You want some photos that are a bit set up or taken at the right moment, even a photo shoot with a pro might not be the worst idea if you have just 2 photos of you from 2016 at the family dinner table or something sad like that.

You need some with other people in the photos, preferably hot girls somewhere but minimum guy friends who aren't complete doofuses.

I mean anyone who has managed to sleep with at least 1 girl knows it has greater than zero potential. Just swipe while you're taking a shit at work, don't stare at it for hours a day. And approach irl too as the main priority.

Not saying everybody with this attitude is like this, but guys who say this tend to want girls out of their league. I know a lot of guys who would have more success if they wanted the female equivalent of them. But they want a hot girl who is getting hundreds of messages a day. They think hot girls are shallow, but if a chubby, poorly dressed, average woman approached them they would be completely uninterested.
