I don't see why it needs explanation. Think about it: ever looked at some guy all the girls are gushing over and thought to yourself "that skinny dude? I don't get it". Same deal with girls. For girls I think it's more that they don't see why men would go crazy over purely physical attributes. To illustrate this,

Girls would look at that picture and conclude that it is a well maintained body that might also have gotten a little help from the photoshop blur filter. They might be bothered by how her hair is not styled or that there are a few split ends visible.

Meanwhile, Seal is singing "kiss from a rose" inside the guys' heads as they are lost in time and space. Not much critiquing is going on. If an opinion is asked they might grunt or exclaim "god DAMN!".

women aren't NPC who all think the same way, and maybe if you get to know a few of them you will realize this.

Usually guys like a broad variety of different girls. I myself like short, petite red-haired girls; cute, chubby gamer girls; tall, athletic and blonde girls; androgynous short haired cuties; etc. etc... I don't like a single type of girl. As long as she looks happy, full of self-esteem and healthy I will find her attractive.

Women on the other hand think you must look a certain way (maybe the way models and women in advertising or porn look) and seem to forget that guys mostly say they prefer "popular type of girl" in order to fit in with the other guys.

Sometimes even little things make a girl attractive. She can be chubby, have a weird nose, crooked teeth, but a nice smile and good hair and she will be attractive in my eyes, because I'm ignoring the little flaws and look at the overall image.

Women on the other hand tend to notice those flaws better and judge them harsher.

Because women rate other women on "female attractiveness attributes" and men rate women on "male attractiveness attributes".

Only where these agree (symmetry, ideal body weight etc) would their views agree.

Where makes/females assess differently ... And the person embodies those attributes to a high degree... Would they disagree.

It's just a function of the fact that different sexes have different metrics.

Youth is much more important to men (for example) so you'd expect to see divergence on age. With women rating older women more attractive than men (all else being equal).... And men rating younger women more attractive than women (ditto).

Women and men can't adequately compensate for these innate differences. You can try, but you can't fully compensate.

I think this is also compounded by different "attractiveness distributions" with women more likely to only count the elite as "attractive" (due to hypergamy/the 80:20 rule) and men more willing to assign attractive down the scale.

So, for arguments sake, women might rate 1 in 5 attractive... While men rate 1 in 3 that way.... Causing more divergence.

Attractiveness is not a single undifferentiated quality. There are two types. Male attractiveness criteria and female attractiveness criteria and they can't ever fully be reconciled.

Attractiveness in general is a very subjective thing across both genders. Example, I think Channing Tatum looks like a farmer with 2 brain cells. A lot of women think he is very attractive. Some men have more "socially delineated" standards for beauty, (aka blonde, white, red lipstick etc.) while others have their own tastes.

My husband and I find this happens so often. We'll both ask after a night with other people who we found attractive and it's never who we think it would be. I guess people have very different taste and look for different things in people.

It's about writing off competition. The same way a guy might write off another attractive male as 'Gay.' A woman will pick out the flaws of another female or call her a slut in order to make herself seem better for a mate. I'd say it ultimately comes down to Ego Preservation.

It is a testament to how bad the dating market is for any man less than a 8/10 physically. He lumps all mediocre women with women that are actually attractive because both of them will treat him like a ghost and he will be lucky to get a woman of that level to even look at him let alone talk.

Gender dimorphism and differentiating histo-compatibility complexes mean that in absence of an LGBT+ orientation (i.e. a genetic mutation, with due respect to Pride) one will find the same sex physically repulsive.
It is however possible that this is all part of women's sexual strategy, to eliminate competition "she's a slut [I'm a good girl pick me]" "she's ugly [pick me instead Chad]" etc. Of course most women outside of high school and sorority circles are not nearly this overtly catty, but one can see the attitude come up from time to time.
[interesting point by Greasy that women may be rating by female attractiveness attributes.that being said I find it a bit silly to be thinking women are going to say "oh God she's got such a good career he'll easy fall for her!". From my understanding of women, by and large they don't credit men with enough intelligence or sapiosexuality to do that]
Finally it is possible that due to the inflated aura of hypergamy, the bar for women to call each other 'attractive' has bizarrely gone up-while the bar for men has gone significantly down. So a woman's SMV5 is now a man's SMV8

Personal taste, also I haven't exactly done a survey, but voice, personality and face can outweigh body. Benedict Cumberbatch is considered extremely attractive by several of my friends, but if his voice was mediocre, they wouldn't find him that special. Also see how many women find Alan Rickman hot. Men don't seem to find someone's voice hot the same way women do.

My male friends can't agree on the hottest woman either so.....

A lot of women don't know what an attractive woman is to men. They think its just strippers/porn stars or themselves, and having no idea what men look for in women, which is unique to each man.

Many men tend to like sexuality that is more raw, like tight jeans and tight braless tshirt. Most women don't like that because that jean girl gets more attention, and the other women are jealous they can't attract a man like that.

Also, "attractive" is too general a word. There is "beautiful", then there is "sexy", they are not the same. Then there's "classy sexy" like in a long, low-cut evening gown.

Heterosexual women evaluate attractiveness in other women primarily based on society's (primarily the media's) definition of beauty (ie. tall, thin, large breasts, tiny waist, etc.).

Men on the other hand are driven purely by biology and genetic programming and are much less swayed by what is "supposed to be" attractive.

The irony in this of course is that women pay big money to attempt to achieve a look that they think will either appeal to their partner or attract new ones, while simply smiling and acting flirtatious would probably increase their actual attractiveness more.
