Making the first move is not beneficial at all for women. Heck, even constantly dropping hints is a bad thing if the guy doesn't ask you out. The truth is the vast majority of guys will make the first move if they like a girl. Just look at how a lot of men "orbit" around the hottest girls they know. If the guy doesn't make the first move, chances are he doesn't like you (Well, there's a small minority of men who never make the first move due to being extremely socially awkward or timid but do you really want to date someone like that?).

If you show interest in a guy who turns out to be a LVM, he'll either date you, lead you on despite having zero interest in you, or reject/avoid/ignore you. If the guy is only willing to date you after you make the first move, then he probably doesn't like you that much. He'll not cherish you as he'll view you as "too easy". Some of these scrotes will happily date any decent girl who asks them out as "it's better than being single" but they'll dump their SOs as soon as they can snag a hotter girl. Some of them may have even really liked a girl they know for many years but since she's not interested in them, they'll date other women as they see having a "consolation prize" as better than being single. Do you really want to be someone's consolation prize or "makeshift girlfriend"?

And then there are scrotes who are more selective about who they date but like they idea of being swarmed with women and women hitting on them. They'll hence happily flirt with you as soon as soon as they can sense your interest in them. They'll ignore/avoid you if they see you as being "too attached" though as they don't want the commitment and if you ask them out, they'll reject you. Some of these guys may even be secretly taken so they'll completely ignore you if you try to force a relationship as they don't want their SOs to find out they've been flirting with other women. LVM hate it when "stacies" they orbit around lead them on, so why reward guys who show the same behavior?

And then they're scrotes who are selective about who they flirt with besides dating. They'll completely ignore/avoid you. Why even waste time thinking about them? Oh, and don't forget these three types of LVM may even talk about you behind your back and describe you as "desperate", "slutty", or whatever. You're throwing your dignity away when you show strong interest in LVM who don't like you back.

Now let's talk about HVM. While HVM will not talk shit about you, date you as some makeshift girlfriend/consolation prize, or flirt with you if you show strong interest in them, they will ignore your pursuit. Part of being HV means being genuine, not leading other people on and not using others to boost your ego. If you're forcing a relationship, a HVM may even avoid you to avoid sending the wrong signal. And yes, he will ultimately reject you if you ask him out. You're getting zero attention from him, so why make the first move?

Yes, you can drop hints that you like a guy, but if he likes you back, he'll quickly start chasing you (regardless of whether he is HV or LV). If you're the one doing all the work to grab the guy's attention, then it's not worth it. It doesn't matter how HV the guy is, how compatible you two are, and how much you like him. If he doesn't like you, then he's not the one. You'll probably find someone better later so move on.

I know some women look at this thinking if they were male they could have made the first move. Honestly, don't look at it this way. Being female means you don't need to worry about pursuing anyone (unless if you're interested in women). You have one less thing to worry about.
