She should just block and delete him. When a man screws up, it's because he does not care about you or is not that interested in you. Nothing she says or does will change his behaviour at this point, and he will simply learn from this experience so that he can scam other women into giving him free sex. You have to read Lundy Bancroft's book "why does he do that?" to see what he REALLY did.

He confirmed plans with her on Valentines' day and then ghosted her. He confirmed the plans with her ahead of time to MAKE SURE SHE DIDN'T MAKE PLANS WITH ANY OTHER MAN, and then kept her sitting there, desperate for his attention, completely hurt and surprised while he cancelled on her and made vague promises of "seeing her more frequently later".

He's holding her romantically in place. Like a literal placeholder. He doesn't want her, and wants to make sure her Friday / valentine's day is also free of other men who could take her from him and that's sad. She should have ghost-dumped his ass at LEAST 3 weeks ago.
