I don't think this is true at all. Culture can promote rape culture to an extend. For example in southern African countries a lot of men participate in taharrush gamea (basically harasshing women as a game) and this even happened in Cologne last year. This behavior is part of their culture even if it's not legal. There have been plenty of other cultures in history that encouraged rape, for example in times of war or even raping your male enemy after defeating him to humiliate him further. Men that have been raised differently are unlikely to participate in such behaviors.

Social conditioning CAN insrease or decrease rape. In this case feminists have a point when they talk about teaching men not to rape even if they exaggerate and say some stupid stuff sometimes.

"Teaching men not to rape" is offensive and maybe not the right way to fight rape. I agree. However, it's not completely baseless.

I think men can be socially conditioned to not rape for the most part. Of course, I doubt rape will ever cease to exist but saying culture plays no part has to be delusional.

I say "men" because it's mainly men who do it. If you don't recognize it and consider it offensive you're no different than an SJW.

I am not saying the SJWs are treating the issue as they should. I am just saying they have a point. Culture and social conditioning can play a part in decreasing or increasing rape.
