It's true eye contact is so so underrated and can be quite powerful. Whenever you first lock eyes with a girl DO NOT break eye contact until she does first. Here's the kicker, women are not used to it, they are used to guys giving a quick glance, and in an effort not to look awkward, the guy typical looks away first. So when you lock eyes some girls hang on for quite some time! 10 seconds sounds a bit exaggerated to me, since anything more than 3 seconds is long, but hang on until she breaks first. This shows confidence and it puts you in a unique bucket.

Couple important side notes. It works more effective if you catch her looking at you first since if you're the one that initiates the eye contact you're the aggressor not her. It's not a huge caveat but worth mentioning, I'd still do the hold eye contact if you make the initial look first, but try to peek in the corner of your eye to see if she gazes first it's just a little more effective (but not a deal breaker).

Also when she breaks you do too!!! Do not keep staring and wait for her to look back, if she looks back a second time and catches you continuing to stare then you just look like a creepy ass stalker.

This is important in conversation too, I typically only break when she breaks first, then I mix a few breaks myself during the conversation. But it's all about showing dominance as a male with the eye contact, it's one way to show you're a confident man who is sure of himself.

Watch the TED talk on Seduction, some girl from Cuba does it and judging from your experience she's right. It's a cultural difference in Latin/Southern America, girls and guys practice seduction much more openly down there then in America/Canada, she was wide eyed probably because she thought this foreigner has balls.

Here's the deal, everybody. Nothing bad will ever happen to you for maintaining eye contact. Eyes are exactly like your mouth and you say things with them.
