You need to insinuate your sexual intent subtly in order to build sexual tension, here is an example, let’s say you have been talking for some minutes so now that there is some rapport, you suddenly say:

You: “Christine, can I tell you something?”
Her: “Sure”
You: "You are the kind of girl i would invite over to watch a movie, and not watch the movie”

(Here you begin to hint the sexual flirting)

Her: oh haha, and what would we be doing then?
You: Adult things 😏… You know? like paying rent, doing taxes”

(Here you baited her with sexual flirting, but switched unexpectedly to other kind of adult things that aren’t related to sexual stuff, this is to relieve some of the sexual tension, and getting her to laugh… But at the same time she knows what’s up)

That’s a simple example of how you can make things more sexual with a girl without being a pervert.

No matter what you do, you are going to come off as creepy to some women. I know chads who have been labelled and earnt a creepy reputation before, because of how blunt they were. They figured, they wouldn't need game bc their face is model material. Which is somewhat true, but you get the gist.

It depends on the girl. You need to be calibrated, and part of that means tailoring your message to the intended audience.

It's not politically correct, but stereotypes can give you a place to start with the calibration. If you meet a girl from an asian country, she's more likely to be shy, conservative with relationships, etc. Also, if she's English as a Second Language, you might need to be more direct/literal.

You can somewhat test the waters with the playful misinterpretation.

Being forward/direct is not necessarily the same as being sexual. Once you have a good idea/inkling that they're probably in to you too, or at least open to the idea, then you can be forward about being romantically interested in them by just straight up letting them know you really like them. If we're talking purely sexual interests and not anything having to do with the possibility of a relationship, then I can't really help unfortunately. That kind of thing seems to legitimately change person by person.

If she finds you attractive whether physically or just digs your personality, you can get away with saying and doing things you wouldn't be able to if she didn't find you attractive.
