Hey OP I get where you’re coming from, but more than likely they are not. A healthy “hello” and smile is reasonable if someone is making eye contact with you because that’s the reasonable and socially acceptable thing to do. If someone is facing away from you and bends over then the polite move is to avert your eyes and position yourself accordingly to make it the least amount of sexual for you and this stranger possible.

You don't have to wait for some magical sign to find out if somebody has interest in you. You just go talk to them and feel things out regardless. Hell, maybe they've never even noticed you before, but they like interacting with you enough that you can number close.
