I remember a few years back I was standing in the lobby of a museum waiting for a friend. This older man, maybe aged 45-50, came up to me, told me I had fantastic style, and immediately left as soon as I said thank you. I was surprised at how quickly he walked off after because I'd geared myself towards harassment, essentially, but I was SO appreciative because it was clear to me that he meant his compliment and had zero ulterior motives. That's how to give a compliment without being creepy. No mention of my physical appearance, it was a compliment on something I have control over and obviously put a fair amount of effort into, and he didn't want or expect anything from me. Men CAN give compliments, it's just that often the compliments they want to give feel sleazy and generic, more like they're hoping that if they say enough nice things to you, you'll drop your pants for them. It rarely feels like they noticed something particular about YOU, as a person, and wanted to give a compliment. And yes, I would react differently if a woman or obviously queer man gave me a compliment on something physical, like pretty eyes or my physique, vs if a straight man said so, but like OP said - that's on men collectively.
