When I was in film school one of my projects was shown to the grad students, I had a lot going for me, fit in with the more successful people in the department.
I now work in the media industry and get complimented fairly regularly.
If you’re a man who is starved for compliments it’s because you need to step your game up and actually do something worth being complimented on.

This is true to some degree.
I've seen women who seem surprised when some given guy doesn't have low self-esteem and actually thinks highly of himself.
Like for just one instance, one time a coworker said "I love your hair!" and I said "Thanks! so do I", and she seemed drop-dead offended for no real reason (keep in mind this said coworker was ALWAYS complimenting my hair)

Hell naw, it’s that most men leap on women when they get a single compliment. In that way, it’s a poisonous cycle. Women are afraid to compliment approval starved men in fear of unrequited romantic/aggressive advances, thus making men even more compliment starved and more likely to see compliments as an invitation for a relationship. But that's a different discussion though. We're talking about explicit compliments. I think we can both agree that receiving female attention doesn't reliably guarantee compliments, especially because interest from women is often subtle and ambiguous by design.
That makes sense generally, but the "misunderstanding" excuse disappears if the woman is actually interested. I don't think that guys who complain about lack of compliments are ignorant to the reality that they often get misconstrued. I meant that even the average guy with female friends and occasional female attention would likely agree with the idea that women rarely give unambiguous compliments, so that "not getting compliments from women specifically" is a necessary sub-topic that's different from "not getting compliments generally," and one worth exploring/relevant to socially adjusted men as well, not just shut-ins.
Compliments from interested women are a "step above" so-called female attention in that they minimize risk by making her intentions more clear. It fits in nicely with your point that women should approach men socially (which I agree with 100%), because if women are more easily creeped out by unwanted advances then it makes all the sense in the world for them to initiate the advance in the first place.

It's not just compliments from women vs. men, it's more nuanced than that. Compliments from married women, single women who are interested, guy friends, strangers, female friends, women you're not sure are interested, all mean different things.
And it's not lesser value, more like different value. Which makes sense because friends and partners play different but equally important roles. Sure when you're trying to date, only getting platonic compliments can be annoying. But that doesn't mean they don't have informative value. It's just not the info you're looking for at the moment.
I'd take a compliment depending on the context I mentioned, along with her tone of voice/personality/the actual compliment/etc. If it's ambiguous then I'd probably just play it safe until I got a better read on them or if it was a low-risk situation where the consequences of flirting didn't matter as much. Either way though, compliments do tend to have more impact coming from people who aren't obliged to compliment you and who might have more to "lose" by doing so.

Yes, that's the crux of issue. And it kinda goes both ways: A lot of men will compliment you on your looks, and maybe on some skill akin to the male game and that's it.
But most women would like to hear they're good friend, that you're happy for them, comfort their anxieties, you know the usual muddled boundary shit. Most men don't have much insight into that, so it kinda falls flat too, that is, most of what you hear from men ain't the same compared to women either.
As for incels bawwing about compliments, they speak purely in terms of opposite sex validating their attractiveness as they don't have reference point otherwise (aside from mom, who can't really be trusted on this).
