It's not too surprising - as we age, we either get better or bitter.
I'll be the first to admit that I am not as beautiful as I was at 19-22, but at the time I was emotionally chaotic, insecure, and didn't know what I wanted.
I'm 28 now and I'm thankful for the past few years from a personal growth perspective. Experience, challenge and loss have forced me to grow into a person I would actually like to be around now. For starters I've grown inner security, I've become empathetic and warm, accepted my sexuality and no longer feel the need to play games. Instead of fumbling around like an idiot I can actually ask for what I want directly.
It could go either way though. A woman of 23 years old could be well-rounded, pleasant and interesting and a 36 year old could be immature and inaccessible. Depends so much on the individual.

I’m waaaaayyyy more attractive at 27 then I was at 22. Why do you feel you went downhill? I haven’t aged yet but still managed to lose baby fat and my bone structure became a lot more prominent in a good way. My teeth are now straightened and white and I’m way more confident overall.

Ah, lucky you! That is very fortunate 😊 I can only relate to feeling and carrying myself with a lot more confidence.
I unfortunately struggled with very poor health between 17 and 24. The stress did a number on my body. I don't look bad at all but I look my age. 😉 And I love and accept it.
Thankfully my physical health is impeccable now. I look older but I feel younger than I did as a 19 year old.

Oh gosh, not always! Some people regress heavily as they get older.
We all start out ignorant, self-centered and immature but to some degree bright eyed and bushy tailed. We may be idealists or have big dreams. Life tends to shatter certain delusions in front of our eyes, through trauma, betrayal, failure, illness, tragedy and more.
People tend to face a crossroad as they age:
A) Becoming wiser, stronger and more grateful from their failures, or
B) Becoming cynical, defeated and bitter. Unfortunately many older people accrue emotional baggage and do NOT work to improve it. They blame the world instead of themselves. They may use their cynical worldview to justify misbehavior in their intimate relationships. It's also very common to see these folks project their regrets onto their children by forcing the child to accomplish their dreams for them.
It is 100% all about attitude and personal accountability. If a person generally hasn't laid a good personal foundation in their 20s and 30s, they tend to become more immature, entitled and childlike as they age.

Life is generally better in your 30s if you have a good foundation and people typically become more mature. That's definitely true. And many people who are dipshits in their 40s and 50s were even worse when they were younger. But not everyone in their 20s is a dipshit. Plenty of people in their late 20s are quite mature (and didn't grow up with smartphones either as you claim). And plenty of others also become worse as they grow older. They become rather jaded and perhaps dipshits. Based on your comments, it seems that you actually belong to that group.

Younger girls are way more insecure/shy, so over time, things get easier, and a person becomes more mature. On the other hand, when they are in their early 20s, all of them think that they will find some tall businessman, aka will get marry well one day, but as soon as they quickly get to their mid-20s or late 20s, their criteria start to drop because they are realizing if they want to have a kid, it is desirable to do it now, and because Mr. handsome tall businessman didn't appear, any decent guy will now be enough, lol.

I've been doing pick-up for a year now and if there's one consistent thing I've noticed, it's that older women (30 and up) seem to be more pleasant to talk to.
There are a lot of things going on in social interactions.
But in particular, our attitude and mindset going into any interaction will heavily bias the kind of results we get.
Certain kinds of personalities and temperaments are going to react more positively towards particular personalities and temperaments. And vice versa.
Easy example: If someone who likes cats meets someone who likes cats, there's a positive predisposition there.
So whatever else is going on, if people are reacting to you negatively or positively every time, then there's most likely something going on with whatever it is you're bringing to the table.
