I think it would be more effective, if you just acknowledged your lie after as in “ I’m kidding, I just needed an excuse to talk to you, thought you looked ….” That way you switch to a direct opener and make it man to woman.

Women do not like this line and will more than likely say “um, no” look at you awkwardly and walk away. Yes actually I used to say this from time to time to people that I legitimately thought I did know from before and in reality it’s an akward turtle moment.

Also just to add if she doesn’t recognize you it’s pretty much a conversation killer, your not going to recover and you are going to look akward and like your trying way to hard if you press for further conversation.

I use something like this as an opener occasionally, I ask like "Hey, did you go to X school?" or "Hey, did you work at X?". They'll say no, then say where they actually work/studied and I can use that as a conversation starter

Slightly different but for some perspective! As a female, I get added on Snapchat by the quick add feature 15-20 times a day. I message them and ask “do we know each other?”, or “have we met?” Sometimes they are honest and admit “no, we don’t know each other. It was just a random add from the quick add”, other times they say something dumb like “yeah we do, I met you at a party” (I don’t party), or they say “I don’t know, send me a snap/picture, show me your boobs!” These people get chewed out. Honesty is the best policy, I am by no means stuck up, but I have become brutally fed up with the Snapchat adds, and the line being “yeah we’ve met!” It’s become a big issue. I wouldn’t take so kindly to a man assuming he’s met me before, but that’s just me these days (fed up).

I would be way more willing to chat, if you solely did not ask “have we met somewhere?”, say something that sparks a laugh, or “have we met some where… feel like it’s seen you in my dreams!!!” Not that obviously. Find something better. But, it makes them think for a moment, and then they are caught off guard and hopefully flattered by you!

Women are faced with the “have we met somewhere” questions, so frequently, or men lying to them. Switch it up.

It’s not at all unless you can hit a place/time/event just right which is usually dependent on having actually seen the person before.

Now I will use this at places where someone claims to be a regular and I am. Because I can always name a night/time/event in common.

So I do ask have I seen you before or do I know you genuinely, but often it turns out didn't know them. Typically goes well but it's not really my opener or "a line".

This actually works to open up a conversation.

I volunteered at a farmer's market here in Los Angeles for LA Compost. Next to a booth where this girl seemed to be running the information booth.

Run it to the next week. I'm at a bar with friends and I see the same girl. I noticed her but did nothing about it. Wasn't interested, mainly.

Anyways.. I've had couple drinks, and shots. You know dancing on the dance floor, for what seemed like 2 hrs straight. I notice her close by, still don't act on it. right before last call. A friend needs to use the bathroom I go with her, she has never been to the bar so she didn't know where to go. After I show her I decide to wait nearby. The girl I noticed earlier, from the farmers market is coming out the bathroom. Idk what came over me -- I'll blame the alcohol, but I just rushed to her and said " Hey there, I don't mean to bother you but were running a booth at the farmers market, in atwater village?" Shes barely recognizing the questions and she says, "Yes", standoff-ish. I tell her I was literally adjacent to her. And her eyes 👀 widen. She's goes on to energetically say, "omg yes. How are you". ...blah blah blah. I end it because my friend is coming out the bathroom and leave it at, hope to see you at the next one I volunteer at. She agrees and hopes I do too.

Like I said I wasn't interested. But she was a looker.

TL'DR : yes this can work. it's worked before this one instance. This one happened like 4 weekends ago. I'd say if you've got some sort of validity to the statement it never fails. Especially if you can recognize them, and not the other way around. Just my 2 cents.
