Yeah, because they don't belong to them! They're a traditional Scottish and Irish costume, that doesn't mean that the English have the right to wear them - just because the English thinks they deserve to conquer every country in the world.
The Irish have already mostly left the UK, and Scotland I think will if they have a second referendum now that Brexit has happened.

This may be because I’m an American so we see kilts more like an exotic novelty than anything else, but every girl I know finds kilts either super attractive or really dorky/try hardy, depending on how they’re worn. I’ve never once heard a woman say anything bad about them (although I have heard a drunk girl ask a guy if he was wearing his correctly, and then rub her foot on his thigh). Is this how it is in Scotland?

Kilts are super attractive, drunken sexual harassment is definitely not, no matter who is doing it.
That said, the only harassment I have witnessed of Scottish men in kilts was from an English club rugby team to members of a Scottish club rugby team in a bar after the match. This little English dude kept elbowing a much bigger Scottish guy in a kilt, slagging him about wearing a skirt and asking what he wore under it. The Scottish guy looked him dead in the eye and said “your wife’s lipstick”.....annnnd that’s when the fight started.....

It became abundantly clear early in the fight that the Scottish lads knew what they were at and they found the whole thing hilarious. I have never before nor since seen a huge guy hit two other guys with a third guy in such a casual and good natured way. No real harm was done to anything but furniture although English pride was a bit dented. But as the Scottish captain said, “Dinna worry about that, they’ll be used to it”. I probably shouldn’t have laughed as much as I did.

I am of Scottish decent on my mother's side and growing up I always had a formal kilt (still do in fact) as my grandmother held a courtesy title and growing up we often returned to the family estate(s) for functions.
I have only worn my formal kilt outside of family functions one three occasions. The second of those was to dine with the Lt Governor of Nova Scotia, and the other two to black tie events celebrating Scottish heritage in the states.
In both of the latter cases, despite the formality of said events, enough shenanigans occurred that I no longer wear my formal kilt to public events - instead defaulting to a tuxedo appropriate to the event.

From both the male and female side of this problem, it’s frustrating that after thousands of years of interacting, we still don’t have effective ways to deal with it from a social perspective whether there is drink involved or not.

No, nobody wears kilts as an everyday thing in Scotland, just like much of the rest of the world. It's very much reserved for special occasions like weddings. You also see people wearing them to Scotland football/rugby matches, but outside of that they are a rare sight.
