As of maslow's hierarchy of needs, reproduction/sex is ranked pretty high in importance, right above things like nutrition and shelter if i remember correctly, so while not basic it is a quasi basic need for humans as we know.

How are these people supposed to remain productive and hopeful enough to keep working, if they are kind of not getting any help, not having much they can do themselves, and being actively repressed while trying to fix this.

Sure a few individuals will manage to live a happy life while being celibate, but this is extraordinarily hard, especially for young men, but 99% will never be voluntary, as most already are going without any not by choice.
