As you said husband it most likely means that they are married.

If she wants to keep the baby, she can.

If she wants to have an abortion, she can without telling her husband

She can still drop the baby off using safe-haven laws at a hospital, police or fire station. (May have more problems because she is married)

He gets to support her decision, and if she keeps the baby he gets to pay child support when the relationship dissolves. Even if the child is not even his.

Woman's choice. Unless they get married, likely the woman will get a court order compelling him to pay child support for the next 18 years (19.5 if the kid goes to college)

But the man can demand joint custody/parenting time to lessen the amount per month.

This is a question we should be asking all couples when they get engaged. If a couple hasn't discussed abortion, birth control, and parenthood before the wedding day, there's a bigger issue.

Maybe this question should be included in all wedding vows, just to ensure this issue is discussed.

Before you have sex, make sure you have a passport for protection. Preferably from another country than the one you're having sex in. I don't see why the guy/partner would get a say in whether she aborts her baby or not... The partner should of course not have to pay for it unless they otherwise agreed to.

Based on your question, we are assuming a married couple.

The couple sort this out between themselves. However, at the end of the day, yes, the woman has the final decision.

Why? Because you can't force a woman to have an abortion.

So the husband and wife become parents. The husband, willing or not, legally assumes the responsibilities of being a father. Should the marriage break down at any stage, child support will have to be paid by the parent not assuming primary care/who earns the most money.

Custody and visitation rights are either agreed upon by the parents privately and legally signed into, or taken to court to be decided if they cannot come to an agreement between themselves.
