Yes, women can do this very easily, especially very attractive women. They can literally walk up to any heterosexual single guy on the street and ask him if he wants sex and he'll probably say yes unless he's saving himself for marriage. Some guys are thirsty, but even the non-thirsty guys will consider that offer, albeit they'd be more skeptical. But most women would never do something like that, and no attractive girl would ever think of doing something like that. And the guy would probably be paranoid that the girl either has STDs or has some kind of agenda.

And yes, the girls who do have a high body count usually have a very different personality and outlook on life than the girls who have a low body count.

You guys really don't understand just how high a 3-digit count is. I was a freaking escort and it took me almost 2 years to reach 3-digits. Yes. They could do it easily as long as they have physical access to lots of men. Men's standards for casual sex are very low. All they'd have to do is hit the bars or nightclubs every night. Or post an ad or profile on any number of online platforms offering casual sex. They'd get flooded with messages in minutes.

Yes, she really can. It’s not as easy as “hey sir, fuck me in this Starbucks bathroom!” But it’s easy to develop enough rapport with a man that he’ll say yes. I’d say atleast 3/5 men you build rapport with will have sex with you the next day (or same day). The other ones you may have to work on for another week or month. Every now and then you’ll get a guy who is too suspicious or thinks the sluttiness is too gross. But that’s a minority. Even my fiancé can push sluttiness aside (when he was single).
