In this particular scenario, I am blaming both parties. There is no reason to believe someone is going to out-right TELL you they are "secret" agent of ANY type and to believe them up front if just wishful thinking on their part. Needless to say, obviously they saw a chance to have that "secret agent" lifestyle and wanted to be apart of it.

On the other hand, 13 kids is a little much. At some point you learn to wrap that shit up! And as many of the legit crimes he committed (fraud, being the biggest), having sex is not one of them.
