The physical stuff is bad because it's an extreme version of betrayal. But the betrayal is the underlying issue that can be expressed along a spectrum of dishonest and disloyal behavior.

As a illustrative point: couples who agree physical stuff with other people (under circumstance) isn't cheating aren't betraying their partner with these acts.

There is emotional cheating. For instance if someone I am exclusive with texts sexually suggestive things to someone I'd consider that cheating. Or swapping risque photos/nudes.

If you're in an exclusive relationship and looking at someone else to see if there is something there romantically I consider that cheating.

Obviously it's not exactly the same as swapping fluids, but the principle is the same and I would still break up with someone over it.

Depends, if you have the intent to break up then it isn't cheating because the relationship is already predetermined to end and you are just weighing options.

However if you are keen on keeping it while having others that is cheating because you are practically seeking others when you already have a willing partner who you don't want to part with.

This can all flip on its head if you simply ask your partner what they accept and don't accept but act under the assumption they won't accept it because that is the majority.

That's absolutely cheating. I think a lot of people, myself included, we feel more betrayed by this than meaningless sex. What you are describing is openly looking for a new relationship while holding on to the old one and leading your partner on that there's nothing wrong. You can't help meeting new people out in the world and be attracted to them, but you have to have respect for your partner and yourself to either not pursue someone else or end it with your partner.
