I mean, it's tough. You can't say it's just PIV, because that's too heteronormative. It's even tough to say it can't be with oral, because I feel like that eliminates (gold star) lesbians.

My knee-jerk answer is it ought to involve more than just hands or just mouths, even if those are a primary means of stimulation in general. And it ought to be a significant experience for at least one of the participants.

But I'm pretty open minded on defining this, as long as we're not engaging in willful sophistry.

The reason people have a problem defining virginity is because of promiscuity. If you did everything with one person, exactly where to point when you gave them your virginity wouldn't be a concern. But when people are doing things with different partners, they want to know exactly what counts so they know to whom they lost what.

The "bottom" answer usually is

anything that makes you cum for a boy and that enters your vagina as a girl (with another person)

however:

I am fairly convinced that a girl (and a boy, but usually we talk about girls) does not lose her virginity until she loses her "purity".

Sex with a person she loves does not make her less virgin than a virgin. Serial monogamy does not make her less "pure" than a virgin. She is still valuable as a virgin.

I think that there are certain markers that are more important than the "physical" virginity and that may be seen as a degrading value for the girl, or at least "red flags" to consider, they might be (not all inclusive, just some examples):

sex separated from a relationship, casual sex, hook ups
cheating
group sex (threesomes, etc)
abortion (this is though, but I put here because usually it never is a simple decision)
exchanging sex for something else (money, status, job, rich lifestyle).
sex with very high age difference ( a 20s with a 40 or older)
sex with a married or otherwise engaged guy
Doing porn photos or movies.
... others

This list does not mean that a girl that has done one of these things is necessarily less valuable, but that maybe more "talk" is needed to understand her motivation and story.

These are the things that might make a girl lose her virginity.

tldr: A simple "love story" with a beginning and a end, with love and affection from both sides, no cheating, does not make a girl less pure than a virgin.

“Virginity” means a penis has not entered her vagina, not even one inch. “Mouth virginity” means she hasn’t given a blowjob. “Anal virginity” means no penis has entered her asshole.

Lesbian stuff is ok, including strapons. None of those can get her pregnant.

It’s always PIV, and many people specify if they haven’t done more. I know girls that kept their counts low by doing blow jobs or other sexual acts but called themselves virgins.

That is such a hard question to answer. I think I would probably lean toward penile penetration of a body cavity (vagina or anus). I don't think I would include oral, but I'm not sure why? I think masturbating together, even if you manipulate your partner's genitals, wouldn't qualify.

I've heard it stayed before that we put too much emphasis on virginity for no good cause, and speaking of "losing" it intones we are somehow made lesser or unworthy. I was THRILLED to lose my virginity - I don't want it back! It's better to think of it as your "sexual debut."
