They are literally stuck! They are forced to listen to you, interact with you, and be nice to you. As you hopefully know, not having any agency is a pretty bad start for romance.

You as a customer can make their life miserable, and customers frequently do. Sure, you might be a pick up guy going for a quick number close, but your target doesn't know you're going to next them if they decline. They're assuming that you might become a daily re-occurrence or stalker and act accordingly. And they think that because it happens all the time. Everyone hits on service staff because it's so easy, they're very visible, they literally can't leave and they have to listen to you and be nice to you.

All this means their comfort level with you is at an all time low.

If you hit on service staff without taking any of that into account, they owe you nothing, not a single kindness or show of respect, because you didn't show them any either.

I'm not saying you can't game service staff, but then game them properly by raising their comfort level to a point where they will want you.
