This is purely an unscientific guess, and it's purely based on sex potential (not relationship), and I will use a slightly different system, but here we go...

Weight/fitness:

Overweight: -15 (too much muscle) -50 (obvious roids) -40 (mildly overweight) -9999 (obese)
Underweight: -5 (skinny and fit) -45 (skinny with no muscle) -100 (skeleton)

I don't do hookups so I think that SMV is pretty useless. But considering all of my friends that do hookups I think you're putting way too much points on the dick size, women don't care that much about it, it's men that are the ones obsessed with it. Most research shows that the female attraction calculus is a lot more complex than this.

In particular, in many respects women don't average things out. Rather, there are a bunch of 'deal breaker' or 'pass/fail' thresholds, below which you would need extremely high qualities in other areas to compensate for even one fail. And above which the quality begins to hit diminishing returns quickly in terms of what it contributes to the whole package.

What is the point of randomly allocating these points? Is this based off something or just your fantasy?

If I were to put something like that together first of all I would do it in a reverse way, e.g. each trait deducts SMV points if you don't have it.

Not being tall = -40 points.
Bad face = -17
Small dick = -16. In fact dick is super important but if everything about you was good enough it cannot prevent you from getting sex, you just would have to search for a new partner each time. If we were talking about RMV value it'd be even above height or on par.
Bad voice = -14. One of the most overlooked things.
Bad frame = -10
Overweight = -2. Not a genetic trait so does not matter a lot.
No money = -1. Doesn't matter really.
