You're not crazy, he was either playing dumb or being genuinely (and hopelessly) dumb.I can guarantee you if a man's friend asked him "yo should I get a tattoo on my dick?" said man would find it fucking weird and would likely go "idk dude I'm not gay or anything". If a female "friend" asked him if she should get a tattoo in her nether regions he'd probably find it kind of titillating, but still pretty weird. He'd probably assume she was just flirting with him/teasing him.

Also lmfao the human body in general might not be inherently sexual but genitalia sure as hell are. They're called external sex organs for a reason. He's supposed to be logical, he should know this already.
