Do women feel unsafe walking alone at night even in nice neighborhoods?

I've been constantly reading accounts from women who claim to feel unsafe walking alone at night. I understand that being weaker than men is what ingenerates in them a very different perception of potential dangers but I also believe that the victimist propaganda used by politicians to make them feel scared all the time to manipulate their vote is what in fact makes them much more unsafe than how they would normally be all other things being equal. But is that true even for nice neighborhoods with very low if any crime rates?
