You would think so, but too often the feminist approach starts and stops with "teach your sons not to rape" campaigns. This is going to be a tortured phrase, so bear with me: they're willfully ignorant of/uninterested in the causes of and solutions to criminality. They're also offended by any attempt to prevent crime on the victim side (unless it can be spun into a demonization of the male gender).

Ah, yes indeed. As Infinite_Sadness says, the letters look like they've been stretched out to look like actual irregular handwriting. This all looks fishy, but I'm no expert.
Anyway, even if this picture was genuine, Men's Rights should not take what it says for face value, it is at most a comment made by a teenager lacking attention and waiting for her friends to like her post on facebook IMO.
We need not paying attention to this sort of things and focus more on actual fact-based content if we want people to take Men's Rights, and this subreddit in particular, seriously.

Even if the caller means no harm and their only intention is to compliment me on my looks, it's uninvited and makes me feel unsafe.

The reason I have issues with expanding the definition so widely, legally and morally, is that it's a great step towards an orwellian society.
How exactly do you expect stuff like this to be followed by police and prosecution? "Officer, arrest them, they were whistling at me!" would be the only evidence you'd get in the vast majority of situations.
What if someone is whistling a song and someone thought they were directing it at them, I guess it's sexual assault because they perceived it like that, by your quoted definition.
Then some women (yes women because cat calling is directing at them in general and men are usually not scared about a woman attacking them on the street) feel threatened when they think a guy is eyeing them in a certain way. Guess that's sexual assault too, because they perceive it like that? Hope you see how all this makes the concept of sexual assault lose all meaning.
It would also make it incredibly easy for anyone to just throw around accusations for vindictive purposes and mess up someone's life just because they can.
If you really think the kind of society such rules create would be a good one I'm afraid there isn't much I can say to convince you otherwise.

As someone who has worked in a cocktail bar for a few years and had my genitals and/or arse grabbed full force on several occasions by drunk women, I can honestly say that cat calling really has nothing to do with sexual assault any more than blowing a kiss has to do with sexual assault.
You are having this discussion because you are under the impression that whistling is akin to rape. I really don't care if you want to call it rape, I will just take the issue of rape less seriously if that is the case. You are fearful and uncertain. Why? Have you been assaulted by a man who cat called you to whom you didn't respond. My advice to you is to get some self defense classes, Go out into the world and face some adversity for real. Most police department offer awareness and self preservation courses. Take a few. Last I checked, "whistling" is not considered a weapon nor threatening. It's actually a completely different situation.

If you've ever actually been assaulted you would know that it constitutes a lot more than feeling unsafe. You cannot compare the threat of a stabbing to somebody whistling. I don't know how you can even suggest that they are the same situation. Should I phone in a bad driver who is making me feel unsafe for assault? If somebody cuts me in line and hurts my feeling are they assaulting me? If a group of girls are looking my way and laughing among themselves, how do I know they won't come after me because I don't give them what they think they deserve? I remember an unprovoked attack when I was younger and in the city square. A gang smashed glasses in my face covering me in blood. I was pulled into a McDonalds and protected by an off-duty security guard for an hour or so until the police arrived. In the decade since I still pull fragments out from my face time to time.

Yes, but that's not assault.
Actually, there doesn't have to be any physical harm involved for it to be considered assault. Drawing a weapon with the intent to cause harm is enough to be considered assault. That is where the distinction lies between suggesting cat-calls and whistling are assault and what assault actually is. You have absolutely no way to ascertain intent from flirting/cat-calling in most cases. Certainly not from a whistle. While the words may have been directed at you, there has been no action taken to show your intent to cause harm. Alternately, drawing a weapon on someone in a hostile manner shows a physical intent to cause harm.

I can imagine that it would be very unnerving to some people. Still not sexual assault though. With this logic a woman could potentially file sexual assault charges against a man because he hit on her and she found him unattractive. This is why it isn't sexual assault.
EDIT: Just because someone feels unsafe does not actually mean that they are justified in feeling unsafe. (e.g. someone who doesn't feel safe while flying even though it is statistically the safest way to travel). I'm not saying that they should just suck it up or anything, or that they are "wrong" for feeling that way. Feeling unsafe, is essentially feeling fear, fear is an emotional response to a situation or circumstance and all I'm trying to say is that we don't always have the appropriate emotional response.

Cat calling does not endanger public safety or spread lies about an individual. A belief that you could die in a burning building is objectively justifiable. A belief that you are in danger of being sexually assaulted from a cat call is not. And calling it sexual assault is like saying that by yelling fire in a crowded theatre, it causes people to burn.

Having no idea what someone's intentions are is not a threat. A threat is a threat.
If someone says "I'm going to come after you if you ignore me!" then that's a threat. But from what you just said, that's not what happens. Generally, making a threat crosses the line from cat calling to bullying, anyway. If it's a cat call then it's not sexual assault. If it's sexual assault then it's not a cat call.
That you feel threatened doesn't matter in a legal sense. What matters is if what the other person said was intended to threaten you.

In Common Law it is usually a requirement that this claim be false and that the publication is communicated to someone other than the person defamed (the claimant). Since cat-calling is directed at the individual (and depending on what might be said may not be false), it does not qualify for defamation. I already said threats were not covered.

I get that, I really do.
I don't cat-call at people because it's rude, crass, and intrusive. Plus, I can see how it would make you feel uncomfortable and unsafe. It's not a nice, respectful, or acceptable thing to do.

Presenting a "uncomfortable" feeling, which is only uncomfortable to you because you have an incredibly biased, negative or hostile view of men to begin with, as "sexual assault" or equitable to rape, isn't just unpopular opinion.
