A guys does this for three possible reasons

He is bone tired and sleepy when you tried to cuddle. If anyone wakes me up in the middle of the night will get the 1000 yard death stare.
He is not interested, you are just a friend. Going over alone to a friends house, certainly spending the night, sends the wrong signals. He needs to stop.
He is interested but he doesn't know you are interested or are at least willing. Making an unwanted move on friend is good way to lose a friend or become persona non grata in your friend circle. Given his odd behavior I leaning towards this one.

I have done this to a girl who I was too scared to form a relationship with. I could tell if I slept with her then there was no turning back. She would have assumed we were dating and I would have had to deal with all of the drama that entails. Speaking from experience, there was a girl who I was immediately very into like love at first sight stuff. The first night we slept in the same bed we really didn’t cuddle. I was so nervous about messing it up by seemingly only wanting sex that we both had a very tense night. We later laughed about it because we were both just wanting to get crazy that night with all of the sexual tension… but my anxiety and over thinking won.

The much more likely situation is he doesn’t like to cuddle sleep. I’m the same way. I get too damn hot. Doesn’t matter what the temp of the room is. I just radiate stupid amounts of heat while sleeping.

I love to cuddle - especially after a great sex session. It’s intimate and very comforting to lay there holding one another. I often fall asleep much easier (I am terribly insomniac) when I am holding a woman and she is lying on my chest.

That said there are some caveats.

The first is easy. I externalize my heat. When I am wrapped up in covers or have another warm body against me, I usually end up sweating enough to soak through the sheets. This can be embarrassing and very uncomfortable. My current SO is naturally very cold and likes it but recognizes that I get uncomfortable so she just lays alongside me after the initial cuddle as I am falling asleep.

Second. I absolutely LOVE to have sex while high. It is intense, time delayed, focal and fabulous. That said, after we finish I immediately want - Beer, water and food in that order. I get terrible cotton mouth and the beer is thirst quenching and helps stop that because the sour makes my mouth water some. And I always get crazy munchies my whole life.

And last you likely just have a case of a young dumb ass who doesn’t know how good he has it with a willing young woman taking him to her bed.

My advice, turn him in on an older model that is mature and understands what he has there.
