It's called providing value for dollar. Pretty much everyone gets paid by providing a service to someone somewhere. The end-of-the-world scenario is a thought experiment, a very valueable one.
With limited resources, people are going to choose people that provide a good value for money/resources/investment. If you ran a business, it's exactly the same thing.
If you run an electric company, you hire electrical engineers. Sure, you have administrative staff, but compared to the engineers, admin staff are easily replaceable/interchangable. In this scenario, if a person comes to your door and wants an admin job, but you already have enough admin staff it's "I'm sorry but we don't have any positions right now, thanks!". If an electrical engineer comes knocking, and EVEN IF you have enough of them at the moment, you just might think "Hummm... I wonder if I can fit him/her in the budget" because they are rarer (in higher demand). And at a bare minimum you are going to file that resume instead of shred it.
Just like the original post, my analogy might seem extreme, but it tells a story and paints a picture of value vs skills. There isn't a woman in the world that can't have sex. For money too, is she so desired. This is no the case for men, but that's a side note. Fact is, if you bring special skills, you're more valuable.
But, since I had to explain that to you, I imagine you are not in the 'special skills' department. Unless your special skill is going "pfft, that's dumb" and thinking you won the day, without thinking. Don't worry, you're in safe company. There are more of you than there are of this Engineer so she'll be doing just fine, as she already knows, as I do also. Ya see, *cough* Electronics Engineer/Truck Driver (second career) here. Electronics/Electrical/Computer jobs are also much rarer than non-skilled jobs. So I became a truck driver. Now I will literally NEVER be without work. And I also could bring electricity to a small villiage because I know how generators, and AD/DC and Ohms Law, and transformers and diodes and transistors work.
Starting from scratch in a scenerio like the walking dead I'd have a team that would gather wire and generators. Then I'd have the carpenter build a waterwheel by the river. I'd have the mechanical person attach my generator to the mill and I'd have labour run the wire and all the while I might take ONE lucky apprentice under my wing that I would trust with overseeing thw work in exchange for my knowlege. Eventually that apprentice would try to be done with me (and it wouldn't take that long because it's actually not that hard once you get the basics) so I'd have to rely on some grateful people that would realize I built the damn thing and deserve some respect for it and by the time I was ready to retire I'd be part of the community and they'd also take care of me in return.
This isn't the walking dead. This is how it works TODAY. It's how it's always worked. The only reason the 'caring' professions maintain is because people like our Electrical Engineer here use their services to make her job easier to do. ie: She's more valuable at work so they pay her more so that she can provide that special work. It's not because she doesn't care. Everyone cares. That's not a SKILL.
In a walking dead village, it's not as if each of the children don't have a family or that we're so over run by children we need a bunch of moms to come care for them. What we need is water, electricity, heat/air (HVAC), food (hunters/butchers), metal workers (blacksmiths), carpenters, and warriors (soldiers), a doctor or 2, a nurse... Once we have all that plus an abundance of resources, then maybe we can start offering charity. The sooner you understand this, the better off you will be.

See the problem with looking at society with this narrow 1 dimensional mindset is you ignore the current saturated market of engineers. Sure in your example, an engineer might be better off, but I don't think I need to tell you that is an absurd thought experiment (which was my original statement, basing what you want to be in life off said thought experiment).
What are prospect engineers going to do with lessening demand for engineers? Nothing, they are going to have go work for those office jobs completely irrelevant to there degrees. That is the REAL WORLD, not a system built by value but by demand, and regardless of whether an engineer provides more value than a random office clerk, whats driving there livelihoods is dictated by what is in need.

Of course everything you say is true except one thing... how did they end up being a hooker with a pimp in the very first place when there are plenty of other viable ways to escape and build a life without selling your body and soul.
