Apparently, at some point 70% old retired people will have almost all political power while 15% of people will be working to keep them. This will be in a few decades in the future, but it is unavoidable, in basically every country that is a democracy. Foreigners will not save us because birth rate is falling everywhere.

The problem is that this will create an oppressed class of workers... old retired people will rely on just a few workers, and write all laws for their own benefit to extract the most taxes and labor from them. This already happens in a lesser extend in Japan and South Korea, but it will be way worse in the future, mathematically speaking.

The problem? It will create more strain in younger people, who will have even fewer children and therefore the problem will be worse and worse. If infrastructure fails, everyone will suffer.

The final solution? Stratify the retirement plan: Old people with children will get retirement and labor from younger generations they helped to grow as long as the generation they made is still alive and working, but childless people and childfree retired people will have to rely on their savings and IRAs or work until death.

Is this cruel? It would be more cruel if EVERYONE falls because of this. But after old generation dies off, we can learn the lessons and have a more stable birth rate that is not almost 0 nor as high as 5.
