A civilization run by women is just a fantasy. Even if all the law makers and courts were women, it would still be men running things. Men are responsible for building and maintaining the infrastructure of civilization, and are the only ones capable of defending it.

Wars were more civil, less children died;
People were more focused on their social functions, society worked better;
The world's biggest genocides as mass murders happened after it;
Women don't feel any safer with the feminism's advance, no feminist claims she feels safe or safer now, but many non feminist women claim they felt safer and better before the "advances";
There was less or no abuse when women's sexuality was regarded as sacred, it's desecration planted the seeds for abuse to occur altogether.

There would be DECREASED focus on science:
As with navigations, the nations that made the IRRATIONAL choice of taking chances prevailed over the ones that made the rational choice of focusing inwards. Science isn't any different, research is mostly a waste of resources with RARE positive results that cause inequity when they come. If there's no chance to cause such inequity, of a finding, there's no incentive for researchers to exist, and women wouldn't IMPOSE it upon others.

There would be decreased focus on education that led to similar results, impractical things would be abandoned.

There could be increased focus on health, but there would be many rationalizations working against it.

There's no concept of "pay" that is fair. Equal isn't fair to the best, unequal isn't fair either, and this can not be changed.

There's no feminine virtue that makes homeless people less likely to exist, if there was, women would band together to fight it.

You mean there would not be any abuse against women, but plenty against men. We already have a glimpse of matriarchy in domestic violences, family courts, etc. and it's not working so well.

Women have been shown to be just as corrupt as men when in power. When one woman’s corruption runs afoul of another woman’s corruption, conflict and perhaps war is just as likely to ensue. War is a political tool. Wars don’t happen just because of testosterone.

There might be better social programs if women were in charge, though, although many women, especially some of the ones drawn to positions of power, seem to be just as self-serving and just as likely to discount the needs of the less fortunate when compared to the men who are currently in power.

Even implying that this is true despite evience to the contrary, how would the world without wars be better? No wireless communication, no jet planes, no cancer chemotherapy, no nuclear power plants, no digital photography, no GPS, no weather forecasting; dammit, no duct tape. It's reasonable to suspect that if cancer chemotherapy hasn't already saved more lives than wars have taken, then it will inevitably happen in the future; quite probably, within our lifetime, since wars turn less and less bloody, and cancer treatment becomes more and more efficient.

Women would ensure that everyone is paid fairly.

You have a man who makes 10 pieces of product during an 8-hour shift with defect rate of 1%, and a woman who makes 7 pieces of product during an 8-hour shift with defect rate of 2.5%. How will you pay them fairly? How will you promote them fairly? If you're using the word "fairly" as anything more than a magic spell, you should be capable of answering such simple questions.

In order to be a Matriarchy women would have to be the stronger an more competent and competitive sex/gender from the very beginning of our species. And that would bring all the problems we are used to see in our non-matriarchy world.

If we're speaking in the sense that a feminine global psychology would result in less strife, yeah I buy that.

If we're speaking in the sense that women running the globe would do the same, maybe it'd be slightly less, but power attracts people who shouldn't have it. Women are not immune to the precise element that causes conflict, which is the basic human condition. And they certainly aren't immune to fear of the other.

Also, women can be at least as aggressive, stupid, and addicted as men. I've been working as a public defender for the last eleven years. While I may have more male clients women make up the majority of the most fucked up client category.

Women use men to further their own goals. Ultimate resources for their offspring. Men, inevitably are just soldiers on the battlefield of reproduction. Read "Nature the Bloody Bitch," in The Lucifer Principle.
The world already has a strong focus on science, health and education.
The wage gap has some truth, and is also bullshit. It depends on where in the world you look. Men historically have always been focused on being breadwinners (they are considered useless by women otherwise), so of course they have a competitive advantage here. It's biology.
Homeless people have nothing to do with whether or not a man or a woman is leading society. Society has a shadow that doesn't care about gender.
Social violation is a woman's weapon against the male psyche. Men in contrast abuse force. Two different methods, both are abuse.
