This is a thought I had that Im still developing. But its seems to me that one issue that welfare programs might cause is that they make it easier for women to get their "alpha fucks" without worrying about needing a "beta bucks". One limiting factor on female hypergamy is mens tolerance for female promiscuity and their willingness to raise another mans child. So if a woman wants to get pregnant by an alpha that doesnt want to commit she is going to have to find a beta that she can either lie to and tell him hes the father, or simply step dad who is ok with willingly raising another mans children. These are both challenges for the mother. However if certain welfare programs allow women to have secure food and housing without needing a man, then I suspect women will be more willing to pursue non committal alphas without having to worry about lying to or convincing a beta to provide for her. My hypothesis is that as a country increases its social safety nets it will increase womens willingness to have children with non committing alpha males and the more variability there will be in mens mating and to a lesser extent sexual success. I know people are gonna get get mad about some of the words I used, but please engage in good faith.
