I've seen this before, it turns out it actually doesn't portray what you think it does. I'm a rare custodial father that is supposed to receive child support from my ex-wife. I spend most of my income on supporting the children, and barely keep my head above water. On the rare occasions child support shows up, it gets spent on whatever needs to be bought.
Sometimes this means I get some work shoes or pants with it, mainly because almost every dime I've spent of my own money went to supporting the kids while I go without.

Thanks for posting this: most custodial parents I know (of both genders) spend the majority of their income on their kids, take care of 100% of their needs and don't actually expect to get child support from a budgeting perspective.
One friend received child support so irregularly from his exwife, that he went 18 months without a single penny. So yes, please take care of yourself (have a beer too) when you get that money.

As another father who is "supposed" to recieve child support, I completely agree with you. I often have to cut down on the things I would like to buy for myself in order to make sure that my daughter is taken care of when I am not receiving the child support I am supposed to. On the rare occasion that it does come, I don't feel like spending some of it on myself is such a terrible thing.

Child support enforcement seems to be very inconsistent between jurisdictions.

I'm active duty military. I've been gone too long and chosen my job over her too many times. She has refused to see me for years, and when I set my selfishness aside, I can't blame her. Her step mom has done an amazing job caring for her. I don't feel like I have a right to her at this point. Just a hope that she has a happy life in spite of me.

Thank you....yes to this. When the CS is not paid: my kiddos and household bills still have to be paid. That means anything "extra" is then used to meet every other need first. Not just foodstuff and items for the kid: ballet fees, field trips, her "wants" come before mine....
When my ex did pay any support (none in 5-6 years now) it allows the "wants" that are held back to be done.

My son's mother was granted back support for when she lived with me and I was supporting her. They made me pay from when we broke up, not when she moved out. So she has been getting my tax returns for a few years. Last year's tax return put a down payment on her fiancees new car. The one before that bought her her engagement ring. My son was told this year that he doesn't get a birthday party because they have to save for the wedding. When I tried to throw him one she got pissed off and wouldn't give me the contact info for any of his friends parents.

I went to jail that night. The female police officer had tears in her eyes as she apologized to me but she had to arrest me because his mother said I beat her after the cops found me bloody on the side of the road. (She started hitting me with a hammer after the draino and I had to jump out a window to get away) I wouldn't file a report because I didn't want our son being put in child welfare custody because my mom was molested when that happened to her as a child.

A former family friend of ours who works part time and receives child support for her daughter and always would politely cry poor at any social event and others would invariably include her on their tab. Wah wah wah all the time about how hard it is and worrying about not having enough. She went and bought a new car and not just a car but a new sporty model Volvo. I actually gasped when I saw the car and at some point in the conversation asked her about financing as that is my field I thought I could help her. She proudly exclaimed that she had been saving child support for 3 years and paid for the entire car with cash. Something is not right there. I agree she needed a car for her daughter...but this level of car? This is the same woman who has her daughter sitting with her at her part time job all summer instead of doing something like going to a camp or whatever. Makes me nuts.

My son's mother used it for tattoos for herself. I was unemployed and paying $375 a month.
I've had custody for the past 10 years (he's 13). She is unemployed and only has to pay $63 a month (different calculation for women). I feel guilty if I toss a pack of gum in the shopping cart when I spend the money on food for us.

During the custody hearing (and she was giving custody willingly), the caseworkers and judge kept urging her to reconsider. She actually had to tell the court, "My son is better off with his father." Even then, the judge was reluctant, because in his own words, "A child with a father is a 'ship lost at sea."
That said, support and other obligations in Michigan are always and clearly biased against the father.

This is the first thing I thought. The costs to support your child are basically fixed costs that you have to pay every month. You have to buy him/her clothing, food, supplies for school, etc. These aren't really things you can put off for a month or two. You pay them no matter what.
If you are low and cash, what suffers first is discretionary spending. Extra money coming in would allow you to resume spending on things you want, but don't need.

I have a child. The majority of my bills are relatively constant. Food costs the same every week. Daycare costs the same every week. Supplies are picked up bi-monthly, with the same cost. If the child gets sick or injured, I have insurance, which is a fixed cost. Everything needed to keep the child alive is pretty constant. Things like buying toys, and family activities can change a bit, but those are budgeted within my means and are not technically necessary either.
I'm not trying to be mean here, but maybe I just have a better understanding of my finances than you do of yours?

Fair enough... I suppose I could have done a better job of explaining it as well. Its not a fixed cost like a car payment, but I was just trying to say that most costs are pretty similar from month to month. When you consider the big ticket items like clothing, daycare ($1200 a month), food ($200 a week), health care ($170 a week), then most of the other stuff that comes up is a small percentage of your overall costs.
In the beginning, some things do take you off guard, but after a while you learn to account for them in your planning.

I'm a guy, but the way I thought about it is what I'd do if money was tight and I had to raise my child alone. What would I do? I think I'm a good parent, and I'd probably sacrifice all of my discretionary spending if necessary... even to buy non-necessary things for my kid (like toys, games, etc).
What a good parent would do is take any shortfall of money out of their own expenses. If a hypothetical scumbag SO never sent in payments, and one month I got something in, then I would have a surplus for a change. Since my discretionary money is always going to my kid, the kid is taken care of just fine... so there would be no reason I wouldn't spend that extra money on myself. If you are constantly sacrificing your own life for your child's, you probably should treat yourself once in a while
Its entirely possible of course that the woman neglects her child and then uses child support money on herself. She wouldn't be the first person to do that.
The point of the post I originally replied to was that there is really no way of knowing the truth.

If one fought for custody, and the other isn't interested in the child, I don't see why they should both be forced to pay so long as the child is being taken care of.
Everyone who shares genes with the kid should be responsible to the degree that genes are shared, up until the point where child can be reasonably expected to fend for itself (late teens, probably), that's the most reasonable compromise. Society and sentience may break down some day, but genetics will outlast the entire species.

You know that one dollar is indistinguishable from the next, right? If the both make $100, and she spends $50 on the kid, then she's got $50 for herself and he's got $100. If her ex gives her $25, then she can still spend $50 on the kid, but has an extra $25 for herself, just as the ex has $25 less.
There's no reason why the husband's $25 is any different from her $25, no reason why he should be able to spend his full $75 but she can't. And it doesn't matter if she takes that extra $25 from her personal contribution or from what her ex contributes, money is liquid, and every dollar identical.
How does this not make sense?

that's not how it works.
in Texas, they imagine that mom and child are still living as if three people live in that residence. so, say rent is $1000/month. that means that mom pays $333, child pays $333 and dad pays $333. buuuut, dad pays the 2/3rds. second buuuuuut, he doesn't get to live there.
so, now dad has to basically pay $1600 for his $1000 apartment. while mom only pays $333 for her and the child's $1000 apartment.
that's just a simple explanation.

I totally disagree. Child Support isn't a bonus. It's financial support to the child, not parent.
Honestly, there should be a system in place where all child support sent by the father is traceable (Using receipts) to show that the child benefited from every cent/penny - whether that's in savings or purchases for the child ONLY.
And if the entire money given was of no benefit - or that the Mother cannot prove so - to the child, the Mother loses 25% of it, to be put into savings of which she cannot in any legal possibility touch, to be opened to the child after their 18/21st birthday. If the Mother continues to misuse the child support she will lose another 25% until the fourth time in which all child support will go directly to the savings account for the child.
Oh and for those that claim the picture shows nothing, read it again. I quote - "my nails done -" "your boots" "my new bestfriends" - clearly this mother is neglecting the child by not spending the child's money on the child. There is no ambiguity here.

So essentially, if the Child Support is delayed, the child suffers until the father can penny up? No, that's not how it works. Child support is there to help financially, but if that money is received before or after the fact is almost irrelevant.
Just in case the picture isn't clear: $1000 on childcare per month. I don't care if it is realistic or not, go with it. Child support is supposed to cover 50% of that, but often it is late and don't arrive on time, or at all. Is the mother supposed to put $1500 on childcare per month just because the child support payment was late, or is she supposed to put the $500 that was owed to other causes, as she would have had the money arrived on time?
There's no "This is my money" "This is your money" in a situation like this, unless the child is experiencing actual fucking neglect. You THINKING the child is neglected because of preexisting bias does not mean it is.

Child support should be for the child, not professional nail care which she delightfully and shamefully boasts about being paid for. That's a disgrace. That service and the price of the boots is not her money spent, it's her child's - which is why I call it neglect - and if she had it done of her own finance, why was she deliberately and provocatively mentioning child support as the main income for these purchases? There is nothing, nothing to suggest that these finances were not paid by her own finances and every indicator points that these luxuries would/could not have been afforded if child support was not paid by the father.
As for bills. It's simply good business sense and accountability to keep track of finances, otherwise look where we end up.
I severely doubt the kid is getting any of the child support and is being neglected, if I was the father, I'd be getting social services & a lawyer to rescue this child from a mother more interested in material goods than her child.

elsewhere in the thread it's confirmed that the person from the image is actually the daughter, but continuing our discussion about a hypothetical in which she is the mother:
how do you know that she needs support? you don't know who the father is or what amount of custody he has (or deserves). for all you know she could already have had discretionary income, and elected to put it into savings anyway to be extra safe until an additional surplus in the form of child support came in.

The comments you see like that are from a very small population of people that subscribe to this subreddit. /r/MensRights is a subreddit dedicated to discussing problems men face in society such as:
Male rape and the ridicule men face in society when they come forward with rape claims
Family court battles. A lot of men have had problems in this regard because the court system tends to sway in the mothers favor.
Domestic violence against men. Again, like with male rape, this is one of those things that a large percent of society views as something that doesn't happen, because men are viewed as being generally stronger and better able to defend themselves than women are.
Gender stereotypes. Once again, something society as a majority views as only affecting women. Body image issues, eating disorders, etc.
Don't judge the entire sub on the comments in this thread. A lot of people on here are very angry, unreasonable, and misogynistic (in the truest sense of the definition) because of things that have happened to them and how society has treated them (or because they're just bitter assholes), but a lot of people on here are also really passionate about bringing these issues, and others, to light.
I felt the same way when I first found this sub, especially because I'm a woman, and seeing a group of men tear my entire gender apart really pissed me off. But if you dig a little deeper beyond the initial comments made by angry people, I think you'll find that some of what is said here makes a lot of sense. Not the women hating bits, obviously, but the bits about how men should be able to come forward without being ridiculed by their peers when they feel they have been sexualy assaulted or violated, and how fathers (given that they aren't abusive or otherwise harmful to the child) should have just as much rights over their children as the mothers. So browse. Fill yourself in. Stay for a while, or not. But I implore you to look beyond the crazies and find the people who are actually just trying to make a difference.

My dad use to get mad when my mom would spend the child support on herself. He would tell me and my brother that the money was for us, not her. When I was younger, I didn't quite understand all of it, but when I got older and was still hearing about it, I finally told him "Mom works 3 jobs to support us. She pays the bills and gives us food. She pays for our schooling and buys us stuff we really don't need. I'm fine with her using the money on herself or to take herself out to eat every now and then." He didn't like my answer BUT he never mentioned the money to me again.
My ex used to grill me about where his child support went every month. It goes into my 'flush money' account (he pays 150 a month). It used to annoy the shit out of me, because he wanted to see literal withdrawal receipts. I finally set him a spreadsheet of my son's expenses and compared it to the 'revenue' I generate from his support. I wish I could find it right now, but his expenses rounded out to about 800 a month (including education savings).

For years I was on the side of paying child support to my ex. And the support largely paid for her way through school. I never complained about it, and damn sure never put the kids in earshot of any dispute. The kids were always cared for and never neglected. And now she has a good job and is helping my kids financially as young adults.
Every situation is different. But the one constant is, child support is for the whole household. Whether the kids are getting their fair share is impossible for an outsider to judge.

The problem is the flow of the money. Not every coin comes in at the exact time you need to spend it. Sometimes you have to wait for it and spend money you saved up to overcome the gap. Notice how I didn't list food or Drs. bills in the list of things I pay for every month? Food stamps and health care. That's what we get through welfare. I have a dwindling savings account, student loans, and a weekend waitressing job in my home town to cover what my campus job doesn't. I've applied for child care help, but it hasn't gone through yet, so yeah. Right now, I'm paying for everything I listed.
I work my ass off, and am putting myself into debt, so that I can take care of myself and my daughter and get myself to a place where we don't need those programs. Welfare doesn't cover as much as everyone thinks it does.
But that wasn't really my point, was it? My point was that not every situation is the woman taking massive amounts of child support to sustain her cushy life and neglecting her child. I'm going to ignore the backhanded jab, and focus on the WIC part. I was on it when I was pregnant, but stopped getting it because we didn't really use a lot of what the checks covered, and I breastfed so we didn't need the formula, and I figured someone else out there probably needed/could use it more than I could. Here's the major area where your argument and reality part ways. When she is with him, he IS taking on responsibility. When he gives you CS money, he's also taking on YOUR responsiblity.

As a stepdad who had to have my kids biological father freaking threatened with jail time before he was willing to pay a dime, I'm so tired of fathers complaining about paying for the kid's food and clothing.
It's not 50/50. On average I pay for 26 out 30 days of food, clothing, electricity, water, gas for travel to extra-curricular activities, school supplies, games, toys, birthdays, whatever for a 10 year old and an 8 year old.
The argument of "It's not fair, I have my own bills" IS A JOKE. Grow up, be a man, support the children you created without bitching about it.
Oh, and the measly pittance of occasionally monthly child support we do get? You know what we do with that? We buy useless fun stuff with it. Because I can't rely on my kids whiney-ass father to pay what he's supposed to, when he's supposed to. So, since he's unreliable, it can't be relied on, so it's not part of our household budget.

Seriously. My ex had her bf of 4 years leave her 5 days after their son was born, breaking off their engagement because he couldn't handle having a kid. He then moved out of state, refuses to pay child support, and has a whole other family, ignoring the one he started first. My ex spends everything on that kid, and works her ass off to make sure his deadbeat dad doesn't ruin his life. If she finally got child support from the dad, I wouldn't fault her at all for doing something like replacing her shitty car that makes it tough for her to get to work, or hell, taking a much needed vacation. 1) It's important to remember this sort of thing since it's a big (if not the BIGGEST) men's rights issue men currently face.
2a) Money is fungible. Mom now has [uggs + nails] worth of money extra in her account to spend on her own uggs + nails, and Juan now has that same value less, even though both parents have the same bills. You don't get a break on your mortgage just because you only see your kid on weekend and Wednesdays!
2b) If mom is involving her kid in the affairs of her divorce, updating her on when Juan can afford CS and when he can't (and almost certainly disparaging him while she's at it) she's a shitty parent.
3) The unfortunate thing (and by unfortunate, I mean fucking slavery in the 21st Century) is that she could just as readily NOT be a fictional character. There are zero controls on how CS money is spent. The only way to deny that is to know nothing about how the CS racket is run.

Rather than talking about putting controls on how child support money is spent and concreting the existing system, why don't we take a step back and look at changing the legal system to prevent it being misandric and anti-men in general? There's no reason why a successful, highly educated, hard working and all round great father should loose out on child custody to a lazy unemployed bad example of a mother (by the way I don't think all women are like this at all, not even many are like this!) but you get the point, it does happen. The automatic right to have the child and money shouldn't be on the mother, it should be a completely impartial 50/50 unbiased legal decision based on which individual can be a better parent and provider for the child. It's totally insane to take the child away from the father to live with the mother and then demand that the father gives the mother money, when it would just be better to give the child to the father and let him spend the money on the child directly. If the mother is earning less money then surely she needs more free time to work, not less time to spend with a child? The whole legal system is messed up. Their bills aren't the same, though. If she has the kid the majority of the time, she is paying for MORE daily expenses (increased utility use, food use, schooling expenses, perhaps daycare so she can still get to work).
1) The differences are minor. He still has to pay the same major expenses she does: housing, electricity, water, garbage, food, car payments, insurance, medical, dental, etc etc.
2) She pays more BECAUSE she sees the kids more. Pay to play. Or do you think having your cake and eating it too is a fair arrangement?

I don't feel bad at all about spending reimbursed child support funds on myself, though sometimes I use them to take the kids on vacation.

If you want to discuss the unfairness of custody battles you are preaching to the choir. However you are also changing the subject entirely.
You're treating the child like it is a time share. Sure if your ex-spouse got the vacation home 80% of the time it would make sense for them to pay 80% of the cost. Children are not a time share. They are a massive investment of time and treasure. Each parent is responsible for half the costs of rising the child regardless of who has custody. Otherwise you advocate a system where one parent can decide they don't want to see their child and therefore don't have to pay either.
(And before you say we should then have different rules for parents who contest custody and those who don't keep in mind it would be easy to create a 'sham' case for custody you intended to lose so you didn't have to pay Child Support.)
It seems you take issue with the gender bias of the custody system and are taking it out on the idea of child support. Destroying child support isn't the solution to a biased custody system. It will hurt a lot of children and families.

I don't think it's fair to say these exact dollars from one parent must be spent on the child...in fact the phrase "finally sent child support" makes it sound like it's late, and as such would basically be paying back money the mother would have already spent.
That being said, I don't think it's unreasonable at ALL to ask the custodial parent to provide receipts for the childs expenses. If the expenses don't equal 200% of what the non custodial parent is paying, then clearly the support is too much (since both parents should be paying half, right?).
But no, we pretend that accounting for expenses is just too much trouble to ask...as if it were more trouble than actually earning the money that has to be sent.
What counts as a childs expense, though? Does food count? The roof over it's head? Hot water for baths? Or is it only clothing, or toys, or diapers? School expenses?

Keep in mind the whole point is SUPPOSED to be both parents sharing the expense of raising the child.
Mom and Dad both, presumably, have roofs over their head. But lets say Mom is paying child support, and only wants the kids every other weekend, and Dad has primary placement. They have two daughters.
So dad has primary placement and mom has the kids two weekends a month. Dad has to have a house (or apartment or whatever) that can comfortably fit himself and the two girls. So a three bedroom, lets say it costs 3,000$ a month.
Mom, on the other hand, can get away with a one bedroom or a two bedroom, because the kids are there four days and four nights a month, and they probably don't need their own rooms. Lets say mom has a one bedroom, but the couch in the living room is a pull out, so the girls sleep there when they stay with her. We'll say it costs her 1,000$ a month.
Because mom doesn't have the kids often, they don't need their own rooms, and she can get away with paying for a one bedroom, but dad has the girls all the time, and the girls need their own space, so he's paying 3 times what mom is paying in rent.
Would rent still not count as an expense? I think this is where it gets really murky, and the line between expense and not expense blurs a considerable amount. Can dad claim rent as an expense because he has the girls more, and therefore has to have a bigger place? Does he not claim it because he loves his children and wanted to have them full time?
Peoples situations and expenses vary so greatly across the board that I think a system like this would be hard to implement and enforce. It's great in theory, but in practice I think it would be difficult for it to be worth it to the courts to put it in place.
You don't know that she didn't spend her boot money on things for the kid, and is recompensing herself for having carried the entire financial burden.
That being said, you're right though, there are those who consider child support "non taxable alimony."
So she spent her income on the child with nothing left over for herself, when the support came through she could finally get something for herself. Am I missing something or are we all just going to assume she is scum with no real evidence to the contrary?

As a single parent this frustrates me a bit. The majority of my income goes toward raising my son. Despite having a higher income than me, my ex pays a whopping $130 a month. The support is directly added to a card. Usually I take the money out in cash and deposit it into the bank to be used as general fund but there have been times when I used the card to purchase things directly. Once while buying cigarettes (yes I do smoke but never around my son) the cashier, as he handed back my card recognizing it was CS, made comment about how he's sure that wasn't a purchase for my child. I was infuriated. I've spent $110, almost the entire monthly amount of support, on back to school clothes. Not mention school fees, lunch money, snack milk money, sports, etc.. My son is very well taken care of and not by the mere $130 a month we receive in support. Not even $260 a month, if it was split evenly between us, would take care of our son. As far as I'm concerned people need to stop worrying about how other people spend the support they receive to raise a child so long as said child is well taken care of.

A lot of people here don't get it.
Child support goes to enhance the entire household budget of the custodial parent. It is not necessarily dollar for dollar earmarked to be 'child only' purchases.
It's impossible to micromanage it that way. It goes into a general bucket, which takes care of the children, provides them with not just food and cloths, but housing, transportation, and yes also includes some discretionary spending for the parent.
If the children are legitimately being neglected then that is a separate issue that can be taken up. But an isolated purchase of cigarettes or boots proves nothing.
I have full custody of my daughter and my ex-wife will start send me child support soon. You better bet that all of that money will go to my daughter.

I'll illustrate it this way:
Normally the ex-wife (Juanita) spends a set amount (lets say $600) cairing for the kid per month.
Normally half that comes from the ex-husband (Juan).
This month, Juan was 2 weeks late and Juanita had to spend $450 of her own money taking care of the kid while waiting.
Juan then pays the child support to Juanita.
Juanita then offsets the $150 she had to spend from her savings with $150 from the child support.
That may not be the situation here, I'm just presenting an alternate narrative to: OMG SHE IS SPENDING ALL OF THE CHILD SUPPORT ON UGLY SHOES!!!

The point is she can't afford to support the child on her own. The cost of new boots and a manicure is not equivalent to the amount of money a child costs in one month. I spend ~1500 a month on my daughter in a month between daycare and all her necessities. A manicure and a new pair of boots is maybe 100$. Probably less, if the boots are from target or walmart or something.
Lets say I have ~1500$ dollars in the bank. After paying for everything my daughter needs, I now have 20$ in the bank. Winter is around the corner, and the only shoes I have are flip flops because my boots from last season have holes in the soles, and I couldn't afford any shoes besides cheap sandals this summer. Am I neglecting my child if I go and buy a pair of shoes for myself so that my feet don't get frostbit in the snow?
It's a moot point, anyway, because I believe it's been proven that the girl depicted is Juans child, and Juan is a deadbeat, which is why she doesn't call him dad, but regardless, it's not up to you to decide if someone can afford something or not. No where does it say the mother has full custody, no where does it say Juan doesn't have access to his child. How much time do you expect someone to do on bookkeeping each month, given that that person is probably also working and is the custodial parent? Where do they find the time - from sleep? Baths?
I get that it's frustrating and I totally think that exploring new systems to make sure the process is working is worthwhile - but the situation that a custodial father described above, when the payment never comes in on time so he spends it on things that could be considered frivolous when it does - that type of real life scenario doesn't work with the debit card.

The form of payment has zero effect of the frequency of payment. (Actually doing it electronically is faster as has been demonstrated in real life)

Look; CS is meant to divide the cost of raising THE CHILD not the parent and child. A home, car, etc... that should not be eligible for CS, as the person would need a home and car regardless. Actual child expenses would include medical bills, food, clothes, tuition, etc...
Effectively under the law you have two parents, with two cars, two homes, etc... Why should the non-custodial parent have to pay for the cost of two houses by themselves, when if as a married couple they would split the cost evenly?

Sorry I should have been more clear:
First, being able to view the purchases is a privacy concern (stalker ex-spouse??)
Second, say I spend money from my savings on something for the child (say something popped up unexpectedly) and then 'pay myself back' by using CS money to go out to the bar one night. If the amounts even out I'm not abusing the CS, just (smartly) having extra savings in case of emergencies.
However someone looking at the CS debit card would only see me spending money at the bar and be furious.

You only get as much as is allocated for that unexpected w/e. Medical bill for $2000? Well the budget is $300, so that's all you get to use towards it.

When would an adult need to see a doctor about some childhood illness? Never. So that is an financial burden directly related to raising the child and they should be reimbursed partially for it.
When would an adult need to pay a car note? Pretty much always, so no they don't get help.
Groceries? Same deal, you get help with the portion that is for the child, like they do with WIC. Essential stuff can be eligible; but luxury stuff is on the custodial parent.

Fine, but do try to pay close attention this time because I'm tired to trying to explain this in a way you can comprehend.
Sometimes, despite the best budgeting one cannot always spend money from the 'correct source' on the 'correct item.' What matters is that it works out in the end.
Say my kid needs new shoes today (because they wore a hole in the pair I just bought). I've already spent last months support on the kids school clothes. This months child support doesn't come in until next week. Well I'm not going to make them wait, I'll dip into my savings. But I'll be paying my savings account back once the child support comes in. Your card wouldn't allow for that flexibility. You're hamstringing someone you think might use some of that money in a way you assume is fraudulent without any evidence they are. You're punishing every parent who receives child support because of a few bad apples (most of which are only "proven" through anecdotal evidence on Facebook screenshots).
A friend of mine (Jessica) made the mistake of trusting some scumbag and she had two kids with him. He cut right the fuck out and hasn't paid child support in over a year. If she ever gets her back support and wants to spend some of it on a vacation, or new shoes, she absolutely should. She works her ass off and spends every penny she has on those kids. Your idiotic card idea cannot retroactively buy groceries 8 months ago. That's already been done by a someone working two jobs and wearing their friends old sneakers.

Child support should be just like taxes. Keep your receipts to prove in an audit that the child is being supported by the money being paid. I've heard countless stories of women blowing child support money on god knows what and have had countless discussions with otherwise intelligent women who constantly defend this blind accounting of child support money. I pay 50 bucks a week for 2 kids, the only reason for this is because my mom lives downstairs from me and the pays most of the houses rent, so the courts wanted to balance out the monies. I really think CS should be treated more like WIC or other assistance program.
Don't just cut a check; setup a budget in different areas, clothes, school, medical, entertainment. When the custodial parent goes to spend a money they can use the CS debit card and it'll deduct based on the items being bought from the budget pool.
If one area runs out, then it's on the custodial parent to fulfill the need. Thus you cannot spend all of the school budget on going to the movies.
If a portion of the budget went unused one month, then it's just rolled over and was deducted from the next payment.
Things like alcohol and adult entertainment would of course not be covered at all.

Being late would happen under either system regardless. This only addresses the issue of abuse for usage on non-child related expenses.
This could be easily resolved via wage garnishment. Take it out before the person is paid. HR depts are much more reliable.
As for paying out of pocket initially, why not?
Setup the system to be reimbursement based. You got a budget of $300/mth in medical bills. Take the kid to the hospital and rack up $1000. You can submit the receipt and gain say $300 back for your initial out of pocket payment.
Saying you cannot take a child to the doctor without getting a check ahead of time, only shows the custodial parent is poor at money management.
EDIT: also other comment:

So say she spends her entire paycheck on bills then school fees, lunch money, extra curricular activities, etc. and then when she finally receives CS late and she's broke they don't have money to go to Dave & Buster's as a reward for working hard in school. "Oh well, sorry kiddo we can't do anything fun now we're broke and Dave & Buster's isn't covered in our support." When I first started receiving support my casework told me, "when budgeting for the month don't count support as income, it may not come in." That's the flaw here.

It's fucked up because people have to pay child support, man or women, for them to spend it as they please. If they have enough money to not need the child support then they shouldn't get it. Obviously, they aren't together so why should someone's money go to them when it's meant for the child? There should be some sort of legal procedure or guidelines for reporting child expenses and showing that the money was used properly.
